Ray Strople, 500 Crawford Street, Suite 300, voiced his concern with extensive cuts <br />in the Portsmouth Area Resources Coalition's (PARC) budget. <br /> <br />2. Leon Pajak, 3400 Channel Avenue, brought to Council's attention inconsistent billing <br />statements he received with regards to his property tax. <br /> <br />- City Manager's Report - <br /> <br />06 - 205 - Adoption of an ordinance to amend Section 30-236(b) of the City Code <br />pertaining to mandatory retirement age for members of the Portsmouth Fire and Police <br />Retirement System, whereby the mandatory retirement age shall be changed from sixty <br />two (62) to seventy (70). Vision Principle: Bold New Directions. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to defer consideration <br />of item 06-205 to the meeting of July 11, 2006, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 -206 - Adoption of an ordinance to amend City Code Sections 30-121.1 and 30- <br />214.1 regarding the waiver of Workers' Compensation vocational rehabilitation for <br />retirees with compensable service-connected disabilities meeting the full service <br />retirement eligibility requirements of either the Portsmouth Supplemental Retirement <br />System or the Portsmouth Fire & Police Retirement System. Vision Principle: Bold <br />New Directions. <br /> <br />Background: <br />. In accordance with City Code, all employees sustaining compensable service- <br />connected disabilities under workers' compensation must participate in vocational <br />rehabilitation following their release for a light-duty work assignment. <br />. It has been determined that there were a number of instances over the years <br />where employees retired due to service-connected disabilities without participating in <br />vocational rehab, as required. <br />. Certain of these employees decided to retire after sustaining a service-connected <br />disability without participating in the workers' compensation program and as a result <br />either (1) retired under service-connected disability, without receiving vocational <br />rehabilitation or (2) otherwise retired, but not under service-connected disability. <br />
