<br />Mav 9.2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 9, 2006 there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Ray A. Smith, Sr., City Manager James <br />B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Ray A. Smith, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag led by Scout Troop #410. <br /> <br />'" Mayor Holley thanked citizens for exercising their right to vote In the <br />election for City Council. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting on April 25, 2006, and of a Regular Meeting on April 25, 2006, and <br />was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 201 - Presentations: <br /> <br />. Proclamation presented to Jack Nourie for "National Safe Boating Week." <br /> <br />. Acknowledgment of the following honors to Mayor James W. Holley III: <br />Resolution of Appreciation Port Champion from Maritime Association <br />Honorary Doctor of Humane Letters from Norfolk State University <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />- PUBLIC HEARING - <br /> <br />06 - 202 <br /> <br />Joint public hearing with Portsmouth Redevelopment and Housing <br />Authority to consider the 2007 Community Development Programs Action <br />Plan and the proposed Plan Amendment to the Crawford Conservation <br />and Redevelopment Plan and to consider the proposed Cradock <br />Conservation and Redevelopment Plan. <br /> <br />1. Joanna Hall, 92 Nicholson Street, spoke in support of this item. <br /> <br />2. Grovena Harris, 34 Channing Avenue, spoke in support of this item. <br /> <br />06 - 203 - Public hearing on a group housing use permit application: <br /> <br />(a) GHP-06-06 CHURCHLAND NEIGHBORHOOD - Hoggard-Eure Assoc., on <br />behalf of Robert H. DeFord, III requests a group housing use permit <br />to construct a 36-unit condominium complex at 3993 Twin Pines <br />Road. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />1. Gary J. Haste, 901 Port Centre Parkway, Suite 5, spoke in support of this item. <br />
