<br />May 9.2006 <br /> <br />Discussion: <br />. The Retirement Board, in its desire to rectify this inconsistency, has been fully <br />briefed by the CFO, the Director of Human Resources and the City Attorney's office <br />after having fully researched and discussed the relevant facts, circumstances and <br />supporting data regarding this matter. <br />. Therefore, the Retirement Board has unanimously recommended to City Council <br />the adoption this ordinance. <br />. Such a waiver will enable eligible retirees to forego the vocational rehabilitation <br />requirement. <br />. Financial Impact: A net reduction in workers compensation claims costs due to <br />increased participation in vocational rehabilitation and a net reduction in retirement <br />allowance payments due to increased coordination of benefits between the workers' <br />compensation program and the City's retirement plans. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to amend City Code Sections 30-121.1 and 30-214.1 <br />regarding the waiver of Workers' Compensation vocational rehabilitation for retirees with <br />compensable service-connected disabilities meeting the full service retirement eligibility <br />requirements of either the Portsmouth Supplemental Retirement System or the <br />Portsmouth Fire & Police Retirement System. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The CFO and City Attorney will facilitate the Retirement Board's compliance with <br />this ordinance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 30 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 30-121 AND 30-241 <br />THEREOF PERTAINING TO VOCATIONAL REHABILITATION REQUIREMENTS <br />FOR CERTAIN SERVICE-CONNECTED DISABILITY RETIREES." <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />06 - 207 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />06 - 208 - Items Submitted by Council Members <br /> <br />'" Mr. Whitehurst announced the success of the March of Dimes walk and the <br />Notables Banquet which were both on Saturday, May 6, 2006. <br /> <br />'" Ms. Randall wanted to acknowledge the excellent performance of the <br />students from the Portsmouth Public Schools at the Notables Banquet. <br /> <br />'" Mr. Smith informed citizens that he and Mr. Whitehurst had been appointed <br />as liaisons to the Supplemental Retirement Board by Mayor Holley. <br />
