<br />April 11. 2006 <br /> <br />Discussion: <br />. As a result of the uncertainty of the construction market, staff recommended <br />awarding the contract to the next lowest bidder, Branscome Inc., who agreed to honor <br />their prices as originally bid. <br />. Awarding the contract to the 2nd bidder resulted in an increase in project cost of <br />approx. $1.2 million. <br />. Portsmouth previously received an award of $744,920 in Revenue Sharing <br />Funds to be matched with an equal amount of City funds for the TCC street <br />infrastructure. <br />. Due to timing and process issues, staff advises that these Revenue Sharing <br />funds would be more appropriately spent to fund the shortfall in the Victory Blvd project. <br />. Therefore, as required by VDOT, this resolution requests that these Revenue <br />Sharing funds be transferred from the TCC project to the Victory Blvd project. <br />. Financial Impact: Adoption of this resolution will require that 50% of the <br />shortfall, or approximately $600,000 be funded by the City of Portsmouth. The $600,000 <br />will be funded through a reprogramming of the proposed FY 07 CIP. <br /> <br />Staff Recommends: <br />Adoption of a Resolution requesting transfer of $ 1,489,840 in funds previously <br />allocated to the Tidewater Community College Street Infrastructure project from the <br />Virginia Department of Transportation Fiscal Year 2005-2006, Revenue Sharing <br />Program to the Victory Blvd. Improvements Project. This $1,489,840 is inclusive of the <br />City Share of $744,920 and the VDOT share of $744,920. Vision Principles: <br />Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Submit the adopted Resolution to the Commonwealth Transportation Board on <br />April 20, 2006 for approval. <br />. Award construction project <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION REQUESTING THAT THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TRANSFER $1,489,840 PREVIOUSLY ALLOCATED IN ITS FY <br />2005-2006 REVENUE SHARING PROGRAM FROM THE TIDEWATER COMMUNITY <br />COLLEGE STREET INFRASTRUCTURE PROJECT TO THE VICTORY BOULEVARD <br />IMPROVEMENTS PROJECT. <br /> <br />WHEREAS, in FY 2005 - 2006 the City of Portsmouth elected to participate in <br />the Virginia Department of Transportation (VDOT) Revenue Sharing Program for the <br />Tidewater Community College Street Infrastructure project (UPC 78833) with a <br />$744,920 city match and a $ 744,920 state match; and <br /> <br />WHEREAS, the Tidewater Community College Street Infrastructure project has <br />not yet started, and there is a balance of funds remaining of $ 1,489,840 consisting of <br />the above-referenced city and state matches; and <br /> <br />WHEREAS, the City of Portsmouth desires to adopt the following roadway <br />construction project as a revenue sharing project: Victory Boulevard Improvements from <br />Cavalier Boulevard to Greenwood Drive (UPC 51863), and <br /> <br />WHEREAS, the City of Portsmouth desires that VDOT transfer the previously <br />allocated $744,920 city share and $744,920 VDOT share from Tidewater Community <br />College Street Infrastructure project # UOOO-124-R45, PE101, C501 (UPC 78833) to <br />Victory Boulevard Improvements Project # UOOO-124-136, P1 01, R201, C501 (UPC <br />51863). <br />
