<br />April 11. 2006 <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby requests that the Virginia Department of Transportation transfer <br />previously allocated revenue sharing funds totaling $1,489,840 from Tidewater <br />Community College Street Infrastructure Project #UOOO-124-R45, PE1 01, C501 (UPC <br />78833) to Victory Boulevard Improvements Project UOOO-124-136, P1 01, R201, C501 <br />(UPC 51863)." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />06 - 168 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />06 - 169 - Items Submitted by Council Members <br /> <br />'" Councilman Heretick gave an update on the Employee Pay Advisory Committee. <br /> <br />'" Vice Mayor Moody asked Staff to research whether the City has a Sound Abatement <br />Policy and to provide this information to Council by April 18, 2006. <br /> <br />'" Councilman Whitehurst asked that Deputy City Manager Patton inform Council of a <br />meeting that took place with the African American Historical Society to preserve the <br />former library at Ebenezer Baptist Church. <br /> <br />Deputy City Manager Patton informed Council that she, along with members of the <br />African American Historical Society including the President, Ms. Mae Breckenridge, <br />would be meeting and working towards a memorandum of understanding with <br />regards to relocation of the library and the historical society taking the leadership in <br />bringing the internal aspects of the library to an acceptable standard. <br /> <br />06 - 170 - Report on Pending Items <br /> <br />. Councilwoman Randall asked that Deputy City Manager John Rowe report back as <br />to how many of the houses, that have been sited for code violations in Cradock, are <br />owner occupied or rental properties. <br />Mr. Rowe reported that the information was provided in the Public Work <br />Session and that most of the violations were with owner occupied properties. <br /> <br />. Vice Mayor Moody asked that staff speak with Mr. Leroy Jones with regards to <br />changing the City Code allowing Police and Fire members the ability to purchase <br />prior service time and wanted a report at the April 11 , 2006 meeting. <br />City Attorney G. Timothy Oksman recommended that Council, for reasons of <br />fair treatment of all members of the system and the financial strength of the <br />system, not make changes to the current code. <br /> <br />. Councilman Whitehurst asked for a timeline investigation into the ownership of the <br />historically black cemeteries not being maintained by the City. <br />Deputy City Manager Patton informed Council that she has been working <br />closely with Assistant City Attorney Gene White, who has been working on <br />this issue for a number of years, and that a report would be provided within <br />two weeks. <br />
