<br />March 28. 2006 <br /> <br />06 - 142 - Adoption of a resolution supporting a funding request estimated at $900,000 <br />by the Norfolk and Portsmouth Belt Line Railroad from the Virginia Department of Rail <br />and Public Transportation for projects to improve the railways in Portsmouth. Vision <br />Principles: Neighborhood and Community Transformation and Pride of Past, Promise of <br />Future. <br /> <br />Background: <br />. The General Assembly, through the enactment of the Rail Preservation Program <br />provides for certain improvements to the railways of the Commonwealth of Virginia. <br />. The Norfolk and Portsmouth Belt Line Railroad desires to file an application with <br />the Department of Rail and Public Transportation (VDRPT) through this program for <br />projects it has identified that are estimated at $900,000. <br />. To process a request the VDRPT requires a resolution of support from the city in <br />which the work is being proposed. <br /> <br />Discussion: <br />. Approximately one third of the requested funding will be utilized in Portsmouth. <br />The remainder will be in the Cities of Norfolk and Chesapeake. <br />. The Cities of Norfolk and Chesapeake are providing similar resolutions. <br />. The funds in Portsmouth will go to replacement of the railroad crossings on <br />Turnpike Rd. and George Washington Hwy. (next to Frederick Blvd.) , and to the <br />general replacement of ties, ballast and track re-alignment. <br />. Financial Impact: Adoption of this resolution will not require any funding from <br />the City of Portsmouth. <br /> <br />Staff Recommends: <br />Adoption of a resolution supporting a funding request estimated at $900,000 by the <br />Norfolk and Portsmouth Belt Line Railroad from the Virginia Department of Rail and <br />Public Transportation for projects to improve the railways in Portsmouth. No further action required <br /> <br />Motion by Ms. Psi mas, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION SUPPORTING THE APPLICATION OF THE NORFOLK AND <br />PORTSMOUTH BELT LINE RAILROAD COMPANY TO THE VIRGINIA <br />DEPARTMENT OF RAIL AND PUBLIC TRANSPORTATION FOR RAIL <br />PRESERVATION FUNDS AND REQUESTING PRIORITY CONSIDERATION <br />THEREFOR. <br /> <br />WHEREAS, the Norfolk and Portsmouth Belt Line Railroad Company desires to <br />file an application with the Virginia Department of Rail and Public Transportation for <br />funding assistance for rail upgrade projects; and <br /> <br />WHEREAS, the Norfolk and Portsmouth Belt Line Railroad Company has <br />identified projects that are estimated to cost $900,000; and <br /> <br />WHEREAS, the General Assembly, through enactment of the Rail Preservation <br />Program, provides for certain improvements to and procurement of railways in the <br />Commonwealth of Virginia; and <br />
