March 28. 2006 WHEREAS, the Norfolk and Portsmouth Belt Line Railroad Company IS an important provider in the City of Portsmouth's transportation system; and WHEREAS, the Norfolk and Portsmouth Belt Line Railroad Company is instrumental in the economic development of the region, including the City of Portsmouth; provides relief to the highway system by transporting freight; and provides an alternate means of transporting commodities; and WHEREAS, the Norfolk and Portsmouth Belt Line Railroad Company has requested the City of Portsmouth's support for the rail upgrade projects and the retention of the rail service; and WHEREAS, the Portsmouth City Council previously expressed its support by resolution dated April 26,2005; and WHEREAS, the Commonwealth Transportation Board has established procedures for allocation and distribution of funds provided; and WHEREAS, a resolution expressing Portsmouth City Council's continuing support of the application has been requested. NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby supports the application of the Norfolk and Portsmouth Belt Line Railroad Company to the Virginia Department of Rail and Public Transportation for Rail Preservation funds to be used in its rail upgrade projects, and hereby requests the Virginia Department of Rail and Public Transportation to give priority consideration to the projects proposed by the Norfolk and Portsmouth Belt Line Railroad Company." Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Moody Nays: None 06 - 143 - Adoption of a resolution authorizing the City Manager to convey any and all right, title and interest to the Economic Development Authority of the City of Portsmouth, Virginia for four parcels of land located in Brighton and designated as Tax Parcels 0100, 0110,0120 and 0130 on Tax Plate 0029. Vision Principle: A Robust and Prospering Economy. Background: . The referenced parcels are a part of the Port Centre Commerce Park. These parcels and the contiguous lots were acquired and assembled to provide an opportunity to create an environment where new businesses venues could be developed. This business park has unique features as it hosts designations of Enterprise, Empowerment, HUB and Foreign Trade Zones. Discussion: . The Economic Development Department is negotiating with a prospect that would purchase and return this property to the City's tax role.
