Vernon Avenue, spoke on what he believes is the Police <br />Departments unresponsiveness to calls regarding crime in the neighborhood. <br /> <br />- City Manager's Report - <br /> <br />06 - 141 - Adoption of an ordinance to appropriate $32,406 from the Department of <br />Criminal Justice Services to support the Juvenile Accountability Block Grant Violation <br />Intervention Program, which provides intensive supervision services and electronic <br />monitoring for seriously violent juvenile offenders in Portsmouth. There is a $3,600 <br />local match being provided from Juvenile Court Services Outreach funds. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Department of Criminal Justice Services has made available $32,406 in <br />federal funds to support this program locally. <br />. The Juvenile Accountability Block Grant Program allows the Community Criminal <br />Justice Board to identify and fund services for seriously violent juvenile offenders in <br />Portsmouth. <br />. The program has been continually funded for seven years. We currently provide <br />a Violation Intervention Program for serious, violent juvenile offenders aged 10-14 <br />offering intensive supervision services and electronic monitoring.. <br /> <br />Discussion: <br />. None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $32,406 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING THE SAME AMOUNT IN THE FY 2005-2006 GRANTS FUND FOR <br />THE JUVENILE ACCOUNTABILITY BLOCK GRANT VIOLATION INTERVENTION <br />PROGRAM IN PORTSMOUTH." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Moody <br />Nays: None <br />
