Leroy Jones, 3008 Bertram Street, asked that Council change the City Code to allow <br />Police and Fire members of the 321 Retirement System the ability to purchase prior <br />service credit or transfer their funds for years of service. <br /> <br />2. Karen Byrum, 75 Manteo Street, informed Council of the City-wide Yard of the Month <br />Program. <br /> <br />3. Gary Reid, 5627 Rivermill Circle, a member of the Minority Police Officers of <br />Portsmouth, informed Council of their efforts to restore and preserve the historically <br />black cemeteries in the City. He also informed Council of the difficulty they've had in <br />trying to identify ownership of those cemeteries not maintained by the City. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, voiced his displeasure with the Council <br />Rule changes. <br /> <br />5. Mary Phillips, 2505 Gilmerton Road, Lot #13, voiced her frustrations in trying to <br />obtain information through a Freedom of Information Act request to the Department <br />of Inspections. <br /> <br />6. Terry Danaher, 413 Dinwiddie Street, invited Council and citizens to visit the Art of <br />Illusion exhibit at the Courthouse Galleries. She also asked that Council support <br />funding for the arts. <br /> <br />7. Paul Robert, P. O. Box 7578, thanked Council and City staff for responding to <br />concerns he brought to their attention in September. He also wanted to thank the <br />Portsmouth Fire Department for their exemplary work with regards to saving the life <br />of his mother and himself. <br />
