<br />At a Regular Meeting of the City Council on Tuesday, March 28, 2006 there were
<br />present:
<br />
<br />Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., City Manager James B.
<br />Oliver, Jr., Deputy City Attorney George M. Willson.
<br />
<br />Reverend John Robertson, opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting on March 20, 2006, of a Called Meeting on March 21, 2006, and of
<br />a Regular Meeting on March 21,2006, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Moody
<br />Nays: None
<br />
<br />06 - 139 - Public hearing on use permit and group housing use permit applications:
<br />
<br />(a) UP-05-33
<br />
<br />HIGHLANDS NEIGHBORHOOD - Blue Horseshoe Tattoo "V, Inc.,
<br />requests a use permit to operate a Body Art Studio at 3408 N.
<br />George Washington Highway. Vision Principle: A Robust and
<br />Prospering Economy.
<br />
<br />1. Richard Pultz, 503 Sussex Drive, spoke in support of this item.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the
<br />recommendation of the Planning Commission that UP-05-33 be approved on first
<br />reading, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Psi mas, Randall, Whitehurst, Moody
<br />Nays: Smith

<br />(b) UP-06-04
<br />
<br />DOWNTOWN NEIGHBORHOOD - Stephanie C. Revell requests a
<br />use permit for a Limited Social Service Establishment at 422
<br />Crawford Street, also known as the Pass House. Vision Principle:
<br />Neighborhood and Community Transformation.
<br />
<br />1. Terry Danaher, 413 Dinwiddie Street, spoke in support of this item.
<br />
<br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition of this item.
<br />
<br />3. Alan Gollihue, 216 North Street, spoke in support of this item.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to concur with the
<br />recommendation of the Planning Commission that UP-06-04 be approved on first
<br />reading, and was adopted by the following vote:

<br />
<br />DOWNTOWN NEIGHBORHOOD - 725 High Street, LLC requests
<br />a group housing use permit to establish a 28-unit apartment
<br />complex at 723 and 725 High Street and 714 King Street. Vision
<br />Principle: Neighborhood and Community Transformation.
