<br />March 21. 2006 <br /> <br />Discussion: <br />. DBHS has utilized funds in previous years to develop the Emergency <br />Preparedness Plan and purchased emergency equipment for its sites of operation. <br />. Financial Impact: There is no financial impact to the city. The additional funds <br />will expand the services being delivered. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to appropriate $4,000 from the Department of Mental Health <br />Mental Retardation and Substance Abuse Services to the Department of Behavioral <br />Healthcare Services for Emergency Preparedness and Response Activities. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. The Director of BHS will ensure the funds are utilized in an appropriate manner. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $4,000 IN THE FY 2005-2006 BEHAVIORAL <br />HEAL THCARE SERVICES FUND OPERATING BUDGET FOR EMERGENCY <br />PREPAREDNESS AND RESPONSE ACTIVITIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 126 - Adoption of an ordinance to appropriate $396,145.00 from the McKinney- <br />Vento Act Homeless Assistance Competition HUD grant to the Department of <br />Behavioral Healthcare Services for the Shelter Plus Care Grant and Supportive Housing <br />Programs. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. On December 19, 2005 a letter was sent from HUD congratulating DBHS on <br />being selected to receive $327,132 for the Shelter Plus Care Grant and $69,013.00 for <br />the Supportive Housing Program, for a total of $396,145. <br /> <br />Discussion: <br />. As an integral component of the Portsmouth Continuum of Care Housing Plan, <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to over one hundred twenty homeless citizens <br />since 1994. <br />. The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIVIAIDS andlor <br />mental health, mental retardation, and substance abuse disabilities. <br />. This program has contributed favorably and proved to be a positive influence in <br />the effort to improve neighborhood quality, economic development and fiscal strength of <br />the City. <br />. Financial Impact: There is a cash match of $17,253.25 for the Supportive <br />Housing Grant that will be expended by DBHS' Mental Health funds. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to appropriate $396,145.00 from the McKinney-Vento Act <br />Homeless Assistance Competition HUD grant to the Department of Behavioral <br />Healthcare Services for the Shelter Plus Care Grant and Supportive Housing Programs. <br />Vision Principle: Neighborhood and Community Transformation. <br />
