<br />March 21. 2006 <br /> <br />Background: <br />. On September 13,2005, City Council adopted NIMS as the City's system for <br />incident management in the event of major emergencies. <br />. The Portsmouth Department of Fire, Rescue and Emergency Services <br />(PFR&ES) has been awarded $5,000 from the Hampton Roads Metropolitan Medical <br />Response System (HRMMRS) for implementation of the National Incident Management <br />System (NIMS). <br />. Funds were granted to 16 of the Hampton Roads jurisdictions for NIMS <br />implementation upon submission of a written plan for the use of the funds and a signed <br />Virginia Department of Emergency Management System FY05 Certification. <br />. The funds may be used for any purpose that has a direct influence on the <br />implementation of NIMS, including training and exercises. <br /> <br />Discussion: <br />. Portsmouth proposed to use the funds to conduct various drills from tabletop <br />exercises to full-scale simulations and for additional training materials. <br />. Financial Impact: These grant funds require no local cash match. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept $5,000 from the Hampton Roads Metropolitan <br />Medical Response System and to appropriate this same amount for the National <br />Incident Management System (NIMS) implementation that is required for emergency <br />preparedness and response skills in the event of a major man-made or natural disaster. <br />Vision Principles: Neighborhood and Community Transformation; Pride of Past, <br />Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. Continuation of NIMS training as required. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,000 FROM THE <br />HAMPTON ROADS METROPOLITAN MEDICAL RESPONSE SYSTEM AND <br />APPROPRIATING THE SAME AMOUNT IN THE FY 2005-2006 GRANTS FUND FOR <br />USE BY THE PORTSMOUTH DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES FOR IMPLEMENTATION OF THE NATIONAL INCIDENT MANAGEMENT <br />SYSTEM (NIMS)." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 125 - Adoption of an ordinance to appropriate $4,000 from the Department of <br />Mental Health Mental Retardation and Substance Abuse Services to the Department of <br />Behavioral Healthcare Services for Emergency Preparedness and Response Activities. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. Department of Mental Health Mental Retardation and Substance Abuse Services <br />(DMHMRSAS) has allocated funds to CSBs to develop terrorism and emergency <br />preparedness; including training supplies, purchase services, and equipment for <br />emergency response. <br />
