BY ADDING SECTION 22-506.1 <br />THERETO, PERTAINING TO MAKING PORTIONS OF WILLETT DRIVE <br />ONE-WAY." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-484 Letter from the City Manager recommending adoption of <br />a resolution urging the State's Department of Housing and <br />Community Development to adopt the pending changes to the <br />Virginia Uniform Statewide Building Code which would require <br />the use of low water consuming devices. <br /> <br /> "The H~unpton Roads Planning District Commission has <br />contacted its member jurisdictions and asked that a resolution <br />be adopted by each jurisdiction supporting the adoption by the <br />state's Department of Housing and Community Development of a <br />change to the Uniform statewide Building Code which would <br />mandate for new construction the use of low water consuming <br />devices. These plumbing devices cut down on the amount of <br />water that is flushed down toilets. <br /> <br /> HRPDC feels that the region's water supply situation <br />justifies the need to have such a water conservation proposal. <br />The City Attorney has prepared a resolution which I present to <br />you for your consideration." <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. King, to adopt <br />the following resolution and was adopted by the following vote: <br /> <br /> "A RESOLUTION URGING THAT THE STATE'S DEPARTMENT OF <br />HOUSING AND COMMUNITY DEVELOPMENT ADOPT THE PENDING CHANGES TO <br />THE VIRGINIA UNIFORM STATEWIDE BUILDING CODE WHICH WOULD <br />REQUIRE THE USE OF LOW WATER CONSUMING DEVICES. <br /> <br /> WHEREAS, localities of the Hampton Roads Region have faced <br />water supply shortages and have a taken variety of measures to <br />address that shortage; and <br /> <br /> WHEREAS, the City of Portsmouth is aware that the state's <br />Department of Housing and Community Development is considering <br />the adoption in 1994 of further changes to the Virginia Uniform <br />Statewide Building Code; and <br /> <br /> WHEREAS, these changes would rec/uare that low water <br />consumption devices be used in new construction; and <br /> <br /> WHEREAS, the changes are based on changes to the Building <br />Officials and Code Administrators International Incorporated <br />(BOCA) Building Code and the Council of American Building <br />Officials (CABO) One and Two Family Dwelling code that address <br />requirements for low water consumption devices; and <br /> <br /> WHEREAS, it is believed that these changes to the Virginia <br />Uniform Statewide Building Code are particularly important to <br />the ability of the region's local governments to maximize their <br />ability to provide a safe and reliable water supply to their <br />citizens. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginias that the state's Department of Housing <br />and Community Development is urged to adopt the proposed <br />changes to the Virginia Uniform Statewide Building Code to <br />require the use of low water consumption devices in new <br />construction." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> <br />
