259 <br /> December 14~ 1993 <br /> <br /> "The Director of Public Utilities has requested an <br />appropriation of $309,370 from the Public Utilities Capital <br />Improvements Fund for the purchase of needed equipment used in <br />the maintenance and repair of the City's utility system, <br />improvements to the Lake Kilby Water Treatment Plant, and <br />routine capital replacements within the water and sewer systems. <br /> <br /> The first item includes the purchase of capital maintenance <br />equipment including a sewer lateral csanera system which will add <br />a service to our customers. The lateral camera provides a <br />positive way of finding the problem and determining if it is on <br />the homeowners or City portion of the sewer lateral. <br /> <br /> The second item will fund the replacement and asbestos <br />abatement of a circa 1948 roof on one of the buildings at the <br />Lake Kilby Water Plant (estimated cost $5,000) and will allow <br />the purchase of thirteen small pieces of replacement analytical <br />equipment for the Public Utility Department's Water Quality <br />Laboratory. The replacement of this equipment is important in <br />maintaining the certification of the laboratory. <br /> <br /> The third project will provide for routine capital <br />replacements within the water and sewer systems (see attachment) <br />and provides funds for the replacement of small segments of <br />water and sewer mains whose condition is too poor to wait for a <br />neighborhood replacement project. A listing of this year's <br />projects and their expected costs are attached. <br /> <br /> I concur with these requests of the Director of Public <br />Utilities and recommend your approval to appropriate $309,370 <br />from the Pubic Utilities Capital Improvements Fund. With your <br />approval, the balance in the Public Utility Capital Improvements <br />Fund will be $1,753,853." <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Clemons, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> ".~N ORDINANCE TO APPROPRIATE $309,370.00 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENTS FUND FOR SEVERAL CAPITAL <br />IMPROVEMENT PROJECTS." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-483 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia, 1988, by adding Section 22-506.1 thereto, <br />pertaining to making portions of Willett Drive one-way. <br /> <br /> "In an effort to improve the traffic flow at the inter- <br />section of High Street and Willett Drive, the Director of <br />Traffic Engineering has recommended that Willett Drive from High <br />Street to Western Branch Boulevard be made one-way. Under the <br />existing conditions, there is enough northbound traffic on <br />Willett Drive to hold up a heavy left turn movement southbound <br />which creates a heavy back-up of traffic, causing congestion <br />around Maryview Hospital and Hunt/Mapp Middle School. Letters <br />were sent to all residents affected by this change on November <br />15, 1993. <br /> <br /> The Director of Traffic Engineering recommends a one-way <br />street be established. I, therefore, concur with his <br />recommendation and request your approval of the attached <br />ordinance which will make Willett Drive one-way southbound, from <br />High Street to Western Branch Boulevard." <br /> <br /> <br />
