December 14, 1993 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />December 14, 1993, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., J~unes C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, .City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br /> R~unon Cannady, 7th grade student, New Directions Center, <br />opened the meeting with "What School Means To Me" which was <br />followed by Tykeiahaw Boyette, 9th grade student, New <br />Directions Center with the Pledge of Allegiance to the Flag and <br />the National Anthem. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Griffin, the <br />minutes of a called meeting on November 18, 19, 20, 1993; a <br />Called Meeting on November 23, 1993; a Regular Meeting on <br />November 23, 1993; a Called Meeting on November 30, 1993; and a <br />Called Meeting of December 7, 1993, were approved, and were <br />adopted and by unanimous vote. <br /> <br />93-479 - Presentation by Lawrence Mundy, CoE~ander, American <br />Legion Post 190 of $300 to the City of Portsmouth for the <br />Mayor's Drug Program. <br /> <br />93-480 - Presentation of special lapel pins to newly appointed <br />Boards and Commissions members. <br /> <br />93-481 Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, representing the <br />Hodges Manor Civic League, spoke on alcohol at the Umoja <br />Festival VIP reception. <br /> <br />- UNFINISHED BUSINESS <br /> <br />93-428 Public Hearing on a rezoning application: <br /> <br />(a) Z-93-16 <br /> <br />HATTONSVILLE NEIGHBORHOOD - Rezoning application <br />of Stanley G. Bryan to rezone property on the <br />west side of Greenwood Drive, lying north of <br />Garwood Avenue, from Office Residential OR-75 to <br />Residential RM-60-K (Conditional) Deferred from <br />the Regular Meeting of December 13, 1993. <br /> <br />Gary Haste, Hoggard/Eure Associates, 6006 Churchland Blvd., <br />represented the applicant, spoke on the structural details of <br />the application. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. King, to concur <br />with the recommendation of the Planning Commission that Z-93-17 <br />be approved on first reading, and was adopted by a-vote of <br />5-2 (Hawks, Webb). <br /> <br />- CITY MANAGER'S REPORT <br /> <br />93-482 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $309,370 from the Public Utility <br />Capital Improvements Fund for several capital improvement <br />projects. <br /> <br /> <br />
