<br />February 28. 2006 <br /> <br />Background: <br />. Sixty-three (63%) percent of Portsmouth's water and sewer system components <br />are beyond their useful lives and when just considering neighborhood water and sewer <br />components this percentage swells to 75%. <br />. Portsmouth's sanitary sewer system has a backlog of over one hundred and <br />seventy cave-ins awaiting permanent repair. <br />. Portsmouth's water system has many older components requiring repair or <br />replacement. Illustrative of the major repairs required have been the following that <br />occurred within the past 90 days. These include: repairs (multiple) to a 20" transmission <br />main along Hall Avenue in Suffolk - $102,000; Repairs to a 20" transmission main <br />running under the Western Branch of the Elizabeth River at Hodge's Ferry - $27,000; <br />repairs to a 20" transmission main crossing Goose Creek in Chesapeake - $34,000; <br />repairs to a 20" transmission main on Gum Road in Chesapeake - $30,000; and repairs <br />to a 20" transmission main on Portsmouth Blvd. in Chesapeake - $13,500. <br /> <br />Discussion: <br />. Financial Impact: Proceeds from the sale of timber from Portsmouth's <br />Watershed property in Suffolk is the proposed source of funding for this appropriation. <br />A pro-format of the use of the timber sales money is as follows: estimated timber sales <br />proceeds ($587,500), less January 24, 2006 appropriation for timber sales expenses <br />($209,245), less this appropriation for water and sewer repairs ($350,000), equals <br />$28,255. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to authorize and appropriate $350,000.00 in the Public <br />Utilities Capital Improvements Budget for expenses related to the repair of Portsmouth's <br />water and sanitary sewer systems. Source of the funding will be from timber sales <br />proceeds. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps following City Council Action: <br />. The Department of Public UtilitieslWorks, through its Operations Manager and <br />Chief Engineer, will exercise oversight over the rehabilitation projects involved in the <br />expenditure of these funds. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $350,000 IN THE FY 2005-2006 PUBLIC <br />UTILITIES CAPITAL IMPROVEMENTS FUND BUDGET FOR REPAIR OF CITY <br />WATER AND SANITARY SEWER SYSTEMS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />- New Business - <br /> <br />06 - 109 - Boards and Commissions <br /> <br />Councilwoman Randall offered the following nominations: <br /> <br />LIBRARY BOARD <br /> <br />Sarah Brown to fill an unexpired term ending November 30,2008, replacing Verna <br />Mcintyre. <br />
