<br />February 28. 2006 <br /> <br />Background: <br />. Sixty-three (63%) percent of Portsmouth's water and sewer system <br />components are beyond their useful lives and when just considering <br />neighborhood water and sewer components this percentage swells to 75%. <br />. Public Utilities uses its Capital Improvements Budget to design and <br />construct projects related to the renewal of water and sewer infrastructure. <br />. Staff has identified additional areas that need to be repaired. These <br />areas include the 600 Block of Washington St., 1800 Block of County St., <br />2100-2300 Block of Booker St., 1700-1800 Block of Prentis Ave., and the <br />1300-1400 Block of Maple Ave. <br />. Public Utilities has funding in various CIP budget codes that are <br />completed. The total amount of this funding is $299,453. Public Utilities <br />would transfer these monies to fund the needed infrastructure improvements. <br />A breakdown of the budget codes and amounts are listed below: <br />'" 5-39-700-79500-75906 (Raw Water Rehab) $105,960 <br />'" 5-39-700-79500-75910 (Four Dams) $100,097 <br />'" 5-39-700-79520-75963 (Construction - Electrical Facility) $ 93,396 <br /> <br />Discussion: <br />. Financial Impact: This reappropriation within the CIP will allow for <br />the City to address the additional areas listed for design and start of <br />construction. No additional funding is necessary. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance authorizing the City Manager to re-appropriate $299,453 in <br />the Public Utilities Capital Budget for the engineering and construction of various <br />projects to maintain the City's utility system. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Next Steps following City Council Action: <br />. The Director of Public UtilitieslWorks shall be responsible for the <br />oversight of this project. <br />. The Finance Department will reappropriate funding as previously <br />described. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO REPROGRAM $299,453 WITHIN THE FY 2005-2006 PUBLIC <br />UTILITIES CAPITAL IMPROVEMENTS FUND BUDGET FOR WATER AND SEWER <br />INFRASTRUCTURE IMPROVEMENTS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />06 - 108 - Adoption of an ordinance to authorize and appropriate $350,000.00 in the <br />Public Utilities Capital Improvements Budget for expenses related to the repair of <br />Portsmouth's water and sanitary sewer systems. Source of the funding will be from <br />timber sales proceeds. Vision Principle: Neighborhood and Community Transformation. <br />
