<br />January 24.2006 <br /> <br />- City Manager's Report - <br /> <br />06 - 46 - Adoption of an ordinance to appropriate $7,500.00 from the Senior Services <br />of Southeastern Virginia grant to the Portsmouth Health Department to provide funds <br />for its SEVAMP Health Services Program. The Portsmouth Health Department will <br />provide an in-kind match valued at $2,843 in staff time and supplies from their budget. <br />There is no obligation from the City for match funding. Vision Principle: Lifelong <br />Learning Community. <br /> <br />Background: <br />. The Portsmouth Health Department has received grant funding of $7,500.00 <br />from SEVAMP to provide health education and health screening services for the elderly <br />(age 60 and above). <br /> <br />Discussion: <br />. The grant will be used to allow the Health Department to provide services to assist <br />and empower the elderly residents of Portsmouth to make informed decisions about their <br />health and lifestyles. Monthly visits by Portsmouth Health Department staff are made to <br />senior facilities to provide health education and health screening services. <br />. Financial Impact: The Portsmouth Health Department will provide an in-kind <br />match valued at $2,843 in staff time and supplies from their budget. There is no <br />obligation from the City for match funding. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate $7,500.00 from Senior Services of <br />Southeastern Virginia and to appropriate this same amount to the Portsmouth Health <br />Department to provide funds for its SEVAMP Health Services Program. Vision <br />Principle: Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. The Director of the Health Department or her designee will provide grant <br />management and oversight. <br />. Staff from the Portsmouth Health Department will provide monthly visits to senior <br />facilities for health screenings and education. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $7,500 FROM SENIOR <br />SERVICES OF SOUTHEASTERN VIRGINIA AND APPROPRIATING THE SAME <br />AMOUNT IN THE FY 2005-2006 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />HEALTH DEPARTMENT FOR THE SEVAMP HEALTH SERVICES PROGRAM." <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 47 - Adoption of an ordinance to appropriate $50,001.23 from the Department of <br />Transportation grant to provide funds for technology, equipment and a Vulnerability <br />Reduction Plan to allow for completion of program expenses. There is no cash match <br />required for this grant. Vision Principles: Bold New Directions and Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $50,001.23 <br />from the Virginia Department of Transportation to provide funds for technology, <br />equipment, training & travel and supplies for the Buffer Zone Plan. <br />
