January 24.2006

Discussion:
. The grant will be used to provide funding for technology, equipment, training &
travel and supplies for the Buffer Zone Protection Plan.
. Spending initiatives include training, for police officers, and other technology
enhancements.
. Financial Impact: The grant amount is $50,001.23 of Virginia Department of
Transportation funds for the Portsmouth Police Department. The City does not have to
provide match any monies and there is no obligation from the City once the grant has
ended.

Staff Recommends:
Adoption of an ordinance to appropriate the $50,001.23 from the Department of
Transportation grant to provide funds for technology, equipment and Vulnerability
Reduction Plan to allow for completion of program expenses. Vision Principle: Bold
New Directions and Neighborhood and Community Transformation.

Next Steps Following Council Action:
. The Chief of Police or his designee will provide grant management and oversight.

Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $50,001 FROM THE
VIRGINIA DEPARTMENT OF TRANSPORTATION AND APPROPRIATING THE
SAME AMOUNT IN THE FY 2005-2006 GRANTS FUND FOR POLICE USE IN
IMPLEMENTATION OF THE BUFFER ZONE PROTECTION PLAN."

Ayes: Heretick, Moody, Randall, Smith, Whitehurst, Holley
Nays: None

06 - 48 - Adoption of an ordinance to authorize and appropriate $209,245.00 in the
Public Utilities Capital Improvements Budget for expenses related to the sale of timber,
clearing, erosion protection, reforestation, and updating the timber management plan.
Source of the funding will be from timber sales proceeds. Vision Principle: Bold New
Directions.

Background:
. Portsmouth has actively managed its watershed property as part of an intensive
forestry program since 1947 with the goal of the continued production of good quality
water. Portsmouth utilizes a Watershed Forestry Plan developed by the Virginia
Division of Forestry in 1982 (with recommendations made until 2005) and the services
of a contract forester (Frazier) to manage its watershed timber resources.
. At the request of C. B. Umphlette, Portsmouth's Watershed Superintendent,
Frazier surveyed an 86-acre parcel of mature timber adjacent to Pitchkettle Road in
Suffolk. Frazier recommends that the timber on this 86-acre tract be clear-cut and sold
and that the property be replanted (reforesting) in pine per State requirements.

Discussion:
. Financial Impact: Based upon Frazier's timber survey and costs quoted from
the State Division of Forestry for replanting and updating the City's Timber
Management Plan (now called the Forest Stewardship Program) a preliminary pro-
forma for this project is as follows:
