December 13, 2005 <br /> <br />Background: <br />? <br /> Habitat for Humanity Housing Blitz 2006 is proposing to build ten (10) homes in <br />Portsmouth from June 6-10, 2006. City Council has endorsed this project. <br />? <br /> To ensure there are buildable parcels of land for the Housing Blitz, PRHA will <br />acquire the proposed parcels through this Redevelopment Plan. <br /> <br />Discussion: <br />? <br /> There are nineteen (19) parcels proposed to be designated as “To Be Acquired”, <br />of these, one (1) contains a dilapidated, vacant, boarded structure on a non-buildable <br />lot; two (2) are buildable with variances; and the remaining sixteen (16) parcels are <br />currently non-buildable. <br />? <br /> The Authority proposes to acquire these parcels to create ten (10) buildable lots <br />for the Habitat for Humanity Housing Blitz. The Authority will acquire these parcels, <br />complete minor subdivisions to create buildable lots and transfer them to Habitat for use <br />in the construction of single-family homes for low-income families. <br />? <br />Financial Impact: <br /> Eleven (11) of these properties are in arrears in taxes; the <br />total overdue is approximately $50,000. The assessed value of these properties range <br />from $5,730 to $16,580. Placing houses on these properties will increase the tax base <br />and bring new development to the Brighton neighborhood to spur reinvestment. It is <br />proposed that $274,869 of CDBG FY 05 excess program and HOME (FY 04-06) funds <br />be used to acquire the property and cover associated infrastructure costs for this <br />project. <br />? <br />Human Impact: <br /> Ten (10) families will have new homes that give them safe, <br />decent and affordable places to live and the pride of homeownership. If the Housing <br />Blitz occurs in the Plan area, there will also be a neighborhood clean up sponsored by <br />Habitat for Humanity to improve existing properties through minor home improvement <br />projects and general maintenance. <br /> <br /> <br />Staff Recommends: <br />A. Adoption of a Resolution approving the redevelopment plan for the Centre <br />Avenue/Oak Street Redevelopment Project; and <br />B. Adoption of an Ordinance to Appropriate $274,869 (consisting of 168,224 from <br />excess CDBG program income received in FY 05 and $106,645 from HOME funds <br />received in FY 04-05 and FY 06 Program Income) to fund the acquisition of properties <br />identified in the Centre Avenue/Oak Street Redevelopment Plan and to cover <br />associated infrastructure costs. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />? <br /> Advertised for Public Hearing on November 13, 2005. <br />? <br /> Joint Public Hearing with the PRHA Board of Commissioners, with vote to adopt <br />Plan on December 13, 2005. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following <br />resolution and ordinance, and was adopted by the following vote: <br /> <br />“RESOLUTION APPROVING THE REDEVELOPMENT PLAN FOR THE CENTRE <br />AVENUE/OAK STREET REDEVELOPMENT PROJECT. <br />WHEREAS, <br />there has been presented to this body for consideration and <br />approval, a copy of a Redevelopment Plan for the Centre Avenue/Oak Street <br />Redevelopment Project ("the Plan"), which plan addresses the blight within the <br />Project Area, as defined in the Plan; and <br />WHEREAS, <br />said Project Area, which has been determined to be blighted, is to <br />be redeveloped in accordance with the Plan; and <br />WHEREAS, <br />the Plan provides an outline for the redevelopment of the Project <br />Area and is sufficiently complete to satisfy the required elements set out in Section <br />36-51 of the Code of Virginia, 1950, as amended; and <br />WHEREAS, <br />the Plan provides for relocation payments pursuant to applicable <br />law; and <br /> <br /> <br /> <br /> <br />
