December 13, 2005 “ORDINANCE ACCEPTING $101,539 FROM THE VIRGINIA DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND SUBSTANCE ABUSE SERVICES IN ADDITIONAL COST OF LIVING ADJUSTMENT (COLA) FUNDS AND APPROPRIATING SAID AMOUNT IN THE FY 2005-2006 BEHAVIORAL HEALTHCARE SERVICES FUND OPERATING BUDGET FOR THE PURCHASE OF COMPUTER EQUIPMENT AND VEHICLES.” Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None 05 - 570 - Adoption of an ordinance to appropriate $58,785 of Discharge Assistance Project funding to the Department of Behavioral Healthcare to assist consumers upon discharge from the Eastern State Hospital to reside in the community. Vision Principle: Neighborhood and Community Transformation. Background: ? Discharge Assistance Project (DAP) funds are utilized to purchase services and equipment to enable disabled consumers who require such services in order to be discharged to the community. Community Services Board (CSB) Case Managers submit DAP plans on specified consumers hospitalized at Eastern State Hospital (ESH) to the Regional Discharge Assistance Committee (REDAC) for review and approval of funds for services requested. Discussion: ? Two Mental Retardation Services consumers have been approved by REDAC for $37,185 to purchase needed services to discharge them to the community from ESH. ? One Mental Health Services consumer has been approved by REDAC for $21,600 to purchase needed services to discharge her to the community from ESH. ? Financial Impact: There is no financial impact to the City. Staff Recommends: Adoption of an Ordinance to appropriate $58,785 of Discharge Assistance Project funding to the Department of Behavioral Healthcare Services to assist consumers upon discharge from the Eastern State Hospital to reside in the community. If the requested appropriation is approved, the Director of BHS will ensure the funds are used to provide the necessary services indicated. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $58,785 IN DISCHARGE ASSISTANCE PROJECT FUNDING AND APPROPRIATING SAID AMOUNT IN THE FY 2005-2006 BEHAVIORAL HEALTHCARE SERVICES FUND OPERATING BUDGET TO ASSIST EASTERN STATE HOSPITAL CONSUMERS UPON DISCHARGE INTO THE COMMUNITY.” Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None 05 - 571 - A. Adoption of a resolution approving the redevelopment plan for the Centre Avenue/Oak Street Redevelopment Project; and B. Adoption of an ordinance to appropriate $168,224 from excess CDBG program income received in FY 2005 to fund the acquisition of properties identified in the Centre Avenue/Oak Street Redevelopment Plan.
