December 13, 2005 <br /> <br />Next Steps Following Council Action: <br />? <br /> The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $1,322.76 FROM THE <br />VIRGINIA DEPARTMENT OF MOTOR VEHICLES AND APPROPRIATING THE <br />SAME AMOUNT IN THE 2005-2006 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT FOR THE PURCHASE OF A RADAR UNIT.” <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 568 - Adoption of an ordinance to appropriate in the 2005-2006 Community <br />Planning and Development Program Fund $12,261 of excess HOME program income <br />received in FY 2006 to be used in support of the 2006 Habitat for Humanity Housing <br />Blitz. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to defer consideration <br />of Item 05-568 to the meeting of January 10, 2006, and was adopted by unanimous <br />vote. <br /> <br />05 - 569 - Adoption of an ordinance to appropriate $101,539 from additional Cost of <br />Living Adjustment (COLA) funds from the Department of Mental Health Mental <br />Retardation and Substance Abuse Services to the Department of Behavioral Healthcare <br />Services to purchase computer equipment and additional vehicles for the department. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />? <br /> Every year, the General Assembly considers and approves Cost of Living <br /> <br />Adjustment (COLA) funds relative to Statefunding being availablefor that purpose. For <br />the years 2005-2006 the General Assembly approved $101,539.00 from the <br />Department of Mental Health Mental Retardation and Substance Abuse Services for the <br />City of Portsmouth Department of Behavioral Healthcare Services. <br /> <br />Discussion: <br />? <br /> COLA funds are State general funds that will be used for the purchase of <br />additional computer equipment and vehicles for BHS. <br />? <br />Financial Impact: <br /> There is no financial impact to the City. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to appropriate $101,539.00 from additional Cost of Living <br />Adjustment (COLA) funds from the Department of Mental Health Mental Retardation <br />and Substance Abuse Services to the Department of Behavioral Healthcare Services to <br />purchase computer equipment and additional vehicles for the department.
