December 13, 2005 <br /> <br />- Unfinished Business - <br /> <br />05 - 532 - Code amendment: <br /> <br /> Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance approved on first reading at the November 22, 2005 meeting, and was <br />adopted by the following vote: <br /> <br />05 - 532(a): <br /> <br />“ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 40-52.1(b) THEREOF TO <br />PERMIT LIMITED SOCIAL SERVICE ESTABLISHMENTS IN THE OLDE TOWNE <br />HISTORIC LIMITED OFFICE ZONING DISTRICT.” <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- <br />05 - 527 Code amendment: <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance approved on first reading at the November 22, 2005 meeting, and was <br />adopted by the following vote: <br /> <br />05 - 527(a) <br /> <br />“ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 40-61.5 THEREOF <br />PERTAINING TO PRIVATE SIGNS IN THE PUBLIC RIGHT OF WAY.” <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />05 - 566 - Adoption of an ordinance to accept $3,840 from the Virginia Department of <br />Emergency Management and to appropriate this same amount for the Citizen Corps <br />Council program that educates and prepares citizens of Portsmouth in emergency <br />preparedness and response skills in the event of a man-made or natural disaster. <br />Vision Principles: Neighborhood and Community Transformation, Lifelong Learning <br />Community, Pride of Past, Promise of Future. <br /> <br /> Vice Mayor Moody asked that Staff continue to look into how the City can <br />? <br />effectively utilize volunteers with regards to code enforcement. <br /> <br />Background: <br />? <br /> The Portsmouth Department of Fire, Rescue and Emergency Services <br />(PFR&ES) was allocated $26,160 in funding from the Department of Homeland Security <br />for 2004. On August 30, 2005, the City was notified that it is being allocated $3,840 for <br />its 2005 Citizens Corps Council program. The mission of the Citizen Corps program is <br />to have every American participate in homeland security through public education, <br />training, and volunteer service opportunities. <br />? <br /> The City of Portsmouth has been very active and successful with citizen <br />involvement in disaster and emergency planning both for man-made and natural events. <br />The LEPC, which also serves as the Citizen Corps Council, is comprised of Portsmouth <br />citizens as well as City, State and private industry employees with a total membership of <br />60. <br />? <br /> The Citizen Emergency Response Team (CERT) program has trained <br />approximately 50 citizens from across the City. The Citizen Corps program also <br />encompasses Neighborhood Watch programs and the Medical Reserve Corps program <br />with representatives also serving on the LEPC. Three Portsmouth CERT members were <br />deployed to the Gulf Coast for a week. <br /> <br /> <br /> <br /> <br /> <br />
