December 13, 2005 <br /> <br />? <br /> There will be performance and quality standards concerning health, cleanliness, <br />professionalism, and courtesy, along with quarterly public reports on performance of the <br />contract and operation of the facility. <br />? <br /> There will be designated City officials responsible for oversight of the contract <br />and physical condition of the facility, and there will be an escrow account for facility <br />maintenance. <br />? <br /> The contract is a unified agreement, and no individual economic portion of it can <br />be negotiated independently. The facility is owned by the City of Portsmouth. <br /> <br />Staff Recommends: <br />Adoption of a Resolution authorizing a Management Contract with Integrated <br />Management Group for the operation of the Harbor Center Outdoor Performing Arts <br />Center. Vision Principle: A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />? <br /> <br /> Execution of the contract by the City Manager and City Attorney. <br />? <br /> <br /> Commence planning for the 2006 concert season. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING A MANAGEMENT CONTRACT WITH INTEGRATED <br />MANAGEMENT GROUP FOR OPERATION OF THE HARBOR CENTER OUTDOOR <br />PERFORMING ARTS CENTER. <br /> <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia, that the <br />City Manager, acting for and on behalf of the City, is authorized and directed to execute, <br />deliver, and implement a five-year management contract with Integrated Management <br />Group for operation of the Harbor Center Outdoor Performing Arts Center. <br /> <br /> The agreement shall be substantially the same as the attached management <br />agreement, and it shall be approved as to form and legality by the City Attorney. <br /> <br /> The City Manager is further directed to designate an official to have primary <br />responsibility for contract oversight, and an official to have primary responsibility for the <br /> <br />physical condition and maintenance of the facility.” <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 582 - Adoption of an ordinance to amend the 2005-2006 Classification and Pay <br />Plan to provide a salary increase for general employees and sworn personnel. Vision <br />Principles: Bold New Directions and Pride of Past Promise of Future. <br /> <br />Background and Discussion: <br /> <br />As part of the Budget Message for Fiscal Year 2005-2006, I expressed that our <br />employees are our most important asset, and the City of Portsmouth is blessed to have <br />employees that understand the importance of surpassing the expectations of our <br />citizens. In addition, I stated that the city would begin a journey to reward, recognize <br />and foster a learning organization for employees. The first step of the journey was the <br />creation of the Employee Pay Advisory Committee. <br /> <br />We chartered the Employee Pay Advisory Committee with the responsibility to work with <br />a compensation advisor to assist in the strategic development of a pay plan that aligns <br />our pay levels with the prevailing market. The Committee was comprised of two City <br />Council Members and more than a dozen city employees. As a result of their work, the <br />Committee addressed three major components of the City’s compensation plan. These <br />are: market competitiveness, compression, and the movement of employees through <br />their respective pay ranges. The Committee has completed its work, and we have a <br />plan to implement the results. <br /> <br /> <br /> <br /> <br /> <br /> <br />
