December 13, 2005 <br /> <br />Staff Recommends: <br />Adoption of a resolution authorizing the City of Portsmouth’s 2006 Legislative Package <br />be submitted for consideration to the Virginia General Assembly. Vision Principles: <br />Bold New Directions, World Class Maritime Center, Neighborhood and Community <br />Transformation, A Robust and Prospering Economy, Lifelong Learning Community, and <br />Pride of Past Promise of Future. <br /> <br />Next Steps Following Council Action: <br />? <br /> The Office of Management Services will be responsible for coordinating the City’s <br /> <br />legislative review process during the 2006 General Assembly Session. <br />? <br /> The Senior Legislative and Management Analyst will be responsible for lobbying <br /> <br />the City’s requests and positions during the 2006 General Assembly Session. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ENDORSING THE 2006 LEGISLATIVE PROPOSALS OF THE CITY <br />OF PORTSMOUTH. <br /> <br /> WHEREAS, <br />the Virginia General Assembly deals with a broad range of issues <br />that affect local government both directly and indirectly; and <br /> <br />WHEREAS, <br /> the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br /> WHEREAS, <br />these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the <br />Legislature. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Portsmouth, Virginia, that it endorses the attached legislative proposals for the 2006 <br />General Assembly session and directs that both this resolution and the legislative <br /> <br />proposals be forwarded to the Portsmouth General Assembly delegation.” <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 581- Adoption of a resolution authorizing a Management Contract with Integrated <br />Management Group for the operation of the Harbor Center Outdoor Performing Arts <br />Center. Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />? <br /> An extensive competitive procurement process was conducted to select a new <br />operator for this facility. The highest rated firm was Integrated Management Group <br />(“IMG”). Negotiations were then conducted with IMG, resulting in a proposed contract <br />which is equitable for both parties and which can provide the foundation for long-term <br />success of the facility. <br /> <br />Discussion: <br />? <br /> The contract will be for a five-year period. The City will be able to terminate it <br /> <br />earlier if there is a failure to perform properly. <br />? <br /> There will be minimum of twenty-five events during the first year, with a greater <br /> <br />numbers of events anticipated during each subsequent year. <br />? <br /> IMG will be responsible for promotion, programming, artist expenses, and all <br />event expenses other than facility maintenance. IMG will not be paid a fixed fee, but <br />instead an incentive paid attendance. IMG and the City will share revenues from <br />various other sources. <br />? <br /> There will be per-ticket parking and facility fees paid by IMG to the City. Costs of <br />maintaining the physical facility will be borne by the City. <br />? <br /> The facility will be available for year-round operation, not just during temperate <br />months. IMG will make the facility available for City-sponsored events and events <br />sponsored by other promoters. <br /> <br /> <br /> <br /> <br /> <br />
