December 13, 2005 <br /> <br />We will address the market adjustments for those positions whose starting salaries are <br />below that of the market and decompression concerns in the development of the City’s <br />operating budget for Fiscal Year 2006-2007. <br /> <br />I am happy to report that based on the study that I am recommending a five percent <br />general wage increase for city employees with employees receiving one-half of the <br />increase in January 1, 2006 and the remaining one-half on July 1, 2006. In keeping <br />with my 2005-06 budget message and based on the findings and recommendations of <br />the Employee Pay Advisory Committee, we must make this investment in our most <br />important asset, our employees. <br /> <br />I am enclosing an ordinance for your consideration that will implement this 5% increase, <br />including its first installment on January 1, 2006, and I recommend that you adopt this <br />ordinance. <br /> <br />Recommendation: <br />Adoption of an Ordinance to amend the 2005-2006 Classification and Pay Plan to <br />provide a salary increase for general employees and sworn personnel.
