December 13, 2005 We will address the market adjustments for those positions whose starting salaries are below that of the market and decompression concerns in the development of the City’s operating budget for Fiscal Year 2006-2007. I am happy to report that based on the study that I am recommending a five percent general wage increase for city employees with employees receiving one-half of the increase in January 1, 2006 and the remaining one-half on July 1, 2006. In keeping with my 2005-06 budget message and based on the findings and recommendations of the Employee Pay Advisory Committee, we must make this investment in our most important asset, our employees. I am enclosing an ordinance for your consideration that will implement this 5% increase, including its first installment on January 1, 2006, and I recommend that you adopt this ordinance. Recommendation: Adoption of an Ordinance to amend the 2005-2006 Classification and Pay Plan to provide a salary increase for general employees and sworn personnel. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND THE 2005-2006 CLASSIFICATION AND PAY PLAN TO PROVIDE A SALARY INCREASE FOR GENERAL EMPLOYEES AND SWORN PERSONNEL.” Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None - New Business - 05 - 583 - Boards and Commissions Mr. Moody offered the following nominations: MAYOR’S COMMISSION ON AGING Jack Bray to be appointed for a three year term ending June 30, 2008, replacing Wilhelmenia Banks. Kathleen Carlson to be appointed for a three year term ending June 30, 2008, replacing Sarah Elam. AMERICANS WITH DISABILITIES COMMISSION Edward McCabe to be appointed for a three year term ending December 31, 2008, replacing Laure Haddock. Cornielous Redmond to be reappointed for a three year term ending December 31, 2008. PLANNING COMMISSION Garlon Turner, Sr. to be appointed for a four year term ending December 31, 2009, replacing Glen Francis. ECONOMIC DEVELOPMENT AUTHORITY/PPIC Herbert Haneman to be reappointed for a four year term ending December 31, 2009. Michael Massie to be reappointed for a four year term ending December 31, 2009.
