<br />November 22. 2005 <br /> <br />Background: <br />. In December 19, 2003 a letter was sent from HUD congratulating BHS on being <br />selected to receive $296,856 for the Shelter Plus Grant number VA36C307002. <br />. On March 9, 2004 BHS received an additional document relative to this grant: A <br />cover letter that congratulated BHS for renewal funding in the amount of $296,856 and <br />referenced the grant agreement was enclosed. The grant agreement indicated HUD's <br />funding obligation $250,068. This was the official grant agreement signed by the City <br />Manager. <br />. On November 29, 2004 BHS received a letter from HUD reporting that an error <br />had made in the grant agreement. The letter specified that the grant amount awarded <br />was $296,856; however HUD had typed in an amount of $250,068 in error. HUD <br />enclosed a revised grant agreement specifying the corrected amount of $296,856 - it <br />$46,788 greater than the amount indicated on the letter. <br />. On January 11, 2005 the City Manager submitted a recommendation to City <br />Council to appropriate $250,068 from the HUD Shelter Plus Care Grant Program. The <br />Ordinance was adopted 7-0. <br />. In October 2005, a Virginia State HUD representative informed BHS that the <br />difference had been discovered between the grant amount awarded and the mistake in <br />the grant contract. <br /> <br />Discussion: <br />. As an integral component of the Portsmouth Continuum of Care Housing Plan, <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to over 120 homeless citizens since 1994. The <br />Program provides housing, case management, supportive groups and financial <br />management, while encouraging stability, employment and independence for individuals <br />and families living with HIV/AIDS and/or mental health, mental retardation, and <br />substance abuse disabilities. <br />. Financial Impact: There is no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to accept $46,788 from the Shelter Plus Care HUD <br />grant and to appropriate this same amount to the Department of Behavioral Healthcare <br />Services to administer its Shelter Plus Care Program. There is no financial impact on <br />the City. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of BHS will ensure the <br />Shelter Plus Care Grant Program will continue to provide housing services to homeless <br />consumers they serve. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $46,788 FROM THE U.S. DEPARTMENT OF HOUSING <br />AND URBAN DEVELOPMENT AND APPROPRIATING SAID SUM IN THE 2005-2006 <br />GRANTS FUND FOR THE SHELTER PLUS CARE PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 531 - Adoption of an ordinance to accept the grant award of $1,400 from Senior <br />Services of Southeastern Virginia and to appropriate this same amount to the <br />Department of Parks, Recreation and Leisure Services for a DVD library and speaker's <br />program at the Senior Station. No City cash match required. Vision Principles: <br />Lifelong Learning Community and Neighborhood and Community Transformation. <br /> <br />Background: <br />. The purpose of this grant is to provide a DVD library at the Senior Station on <br />'Senior Specific' issues relating to health, nutrition, finance, relationships etc.; and to <br />provide quarterly presentations on current senior topics by appropriately qualified <br />speakers. <br />
