<br />November 22. 2005 <br /> <br />"RESOLUTION TO AMEND COUNCIL'S RULES OF ORDER AND PROCEDURE, <br />DEALING WITH ELECTRONIC VOTING. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that City <br />Council's Rules of Order and Procedure are hereby amended as follows: <br /> <br />Rule XIV <br /> <br />**** <br /> <br />b) Electronic Roll Call Votes; Roll Call Votes. <br />(1) Electronic roll call votes, in which the name of each member voting and how <br />that member voted are publicly displayed on the electronic voting board and duly <br />recorded, shall be required for any official vote, unless an electronic roll call vote is not <br />feasible. <br />(2) If an electronic roll call vote is not feasible for any reason, there shall be a roll <br />call vote. On all roll call votes, each member of the City Council shall vote as the <br />member's name is called in alphabetical order, except that the Mayor or other Presiding <br />Officer shall vote last." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />05 - 541 - Boards and Commissions <br /> <br />Mr. Moody offered the following nominations: <br /> <br />COMMUNITY CRIMINAL JUSTICE BOARD <br /> <br />Interim Police Chief Edward Long to fill an unexpired term ending June 30, 2006, <br />replacing former Police Chief Frank Kitzerow. <br /> <br />HISTORY COMMISSION <br /> <br />Yvette Simmons to fill an unexpired term ending June 30,2007, replacing Elijah Sharp. <br /> <br />LIBRARY BOARD <br /> <br />Dorothy Hill to be appointed for a three year term ending November 30, 2008, replacing <br />Theodora Mason. <br /> <br />Elizabeth Coffey to be reappointed for a three year term ending November 30, 2008. <br /> <br />Pearline Harmon to be reappointed for a three year term ending November 30,2008. <br /> <br />MAYOR'S COMMISSION FOR PERSONS WITH DISABILITIES <br /> <br />Sharon Drummond to be appointed for a three term ending June 30, 2008. <br /> <br />MUSEUMS AND FINE ARTS COMMISSION <br /> <br />Maynard Scales to fill an unexpired term ending October 31,2006, replacing Robert <br />Smith. <br /> <br />SUPPLEMENTAL RETIREMENT BOARD <br /> <br />Sara Brown to fill an unexpired term ending September 30, 2009, replacing Beverley <br />Gaddis. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to close the nominations <br />and the above nominations were adopted by a vote 6-1 (Holley). <br />
