November 22. 2005 Next Steps: . Execution by the City Manager of documents of release for the MidCity area as required to carry out redevelopment. . The offices of the City Attorney, City Surveyor and City Manager will draft appropriate documents as needed. Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND VACATE EASEMENTS OF THE CITY OF PORTSMOUTH IN A PORTION OF THAT AREA OF THE CITY KNOWN GENERALLY AS MIDCITY. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager be, and he hereby is authorized to release and vacate easements reserved and/or conveyed to the City of Portsmouth for any use within that area of the City of Portsmouth known generally as MidCity and bounded as follows: on the north by the extension of Columbia Street from its intersection with the eastern right of way line of Airline Boulevard/Frederick Boulevard to the right of way of Hamilton Avenue; bounded on the east by Hamilton Avenue and Frederick Boulevard; bounded on the south by Scott Street and bounded on the west by Airline Boulevard, at such time and under such circumstances as will be required for the redevelopment of that area. BE IT FURTHER RESOLVED that the City Manager is authorized to execute such deeds, plats and other documents as may be necessary to carry out the intent of this Resolution.." Vision Principle: Bold New Directions. Background: . City Council's Rules of Order and Procedure currently call for electronic voting only for the final vote on ordinances and resolutions. Other votes, such as votes on motions and on first reading zoning items, are by voice vote. . This resolution would amend the Rules to require all votes to be electronic, where feasible. Discussion: . Electronic voting helps to ensure that the public knows how each Council Member votes. . Electronic voting is a more orderly and modern way to conduct business at official meetings. . The possibility of erroneous recording of voice votes is eliminated. . If electronic voting equipment is not available, voting shall be by roll call. . Financial Impact: There will be no financial impact on the City.
