<br />November 22. 2005 <br /> <br />Next Steps: <br />. Execution by the City Manager of documents of release for the MidCity area as <br />required to carry out redevelopment. <br />. The offices of the City Attorney, City Surveyor and City Manager will draft <br />appropriate documents as needed. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND VACATE <br />EASEMENTS OF THE CITY OF PORTSMOUTH IN A PORTION OF THAT AREA OF <br />THE CITY KNOWN GENERALLY AS MIDCITY. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City <br />Manager be, and he hereby is authorized to release and vacate easements reserved <br />and/or conveyed to the City of Portsmouth for any use within that area of the City of <br />Portsmouth known generally as MidCity and bounded as follows: on the north by the <br />extension of Columbia Street from its intersection with the eastern right of way line of <br />Airline Boulevard/Frederick Boulevard to the right of way of Hamilton Avenue; bounded <br />on the east by Hamilton Avenue and Frederick Boulevard; bounded on the south by <br />Scott Street and bounded on the west by Airline Boulevard, at such time and under <br />such circumstances as will be required for the redevelopment of that area. <br /> <br />BE IT FURTHER RESOLVED that the City Manager is authorized to execute <br />such deeds, plats and other documents as may be necessary to carry out the intent of <br />this Resolution.." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 540 - Adoption of a resolution to amend City Council's Rules of Order and <br />Procedure, requiring that all voting be conducted electronically at official meetings, <br />where feasible. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. City Council's Rules of Order and Procedure currently call for electronic voting <br />only for the final vote on ordinances and resolutions. Other votes, such as votes on <br />motions and on first reading zoning items, are by voice vote. <br />. This resolution would amend the Rules to require all votes to be electronic, <br />where feasible. <br /> <br />Discussion: <br />. Electronic voting helps to ensure that the public knows how each Council <br />Member votes. <br />. Electronic voting is a more orderly and modern way to conduct business at <br />official meetings. <br />. The possibility of erroneous recording of voice votes is eliminated. <br />. If electronic voting equipment is not available, voting shall be by roll call. <br />. Financial Impact: There will be no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of a resolution to amend City Council's Rules of Order and Procedure, <br />requiring that all voting be conducted electronically at official meetings, where feasible. <br />Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Distribute amended Rules to Council and the public, as needed. <br />.
