<br />November 22. 2005 <br /> <br />"RESOLUTION REQUESTING THE PROGRAMMING OF IMPROVEMENTS TO <br />MCLEAN STREET FROM AIRLINE BOULEVARD TO GREENWOOD DRIVE AS A <br />VIRGINIA DEPARTMENT OF TRANSPORTATION URBAN SYSTEM HIGHWAY <br />PROJECT. <br /> <br />WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocations procedures, it is necessary that a request by City Council <br />resolution be adopted in order that the Department program an urban highway project in <br />the City of Portsmouth; and <br /> <br />WHEREAS, the City Engineer has recommended the establishment of an urban <br />system highway project for the improvement of McLean Street from Airline Boulevard to <br />Greenwood Drive, a distance of approximately one mile. <br /> <br />NOW THEREFORE BE IT RESOLVED, that the Council of the City of <br />Portsmouth, Virginia requests the Virginia Department of Transportation to establish an <br />urban system highway project for the improvement of McLean Street from Airline <br />Boulevard to Greenwood Drive in the City of Portsmouth. <br /> <br />BE IT FURTHER RESOLVED, that the Council of the City of Portsmouth hereby <br />agrees to pay its share of the total cost for preliminary engineering, right-of-way <br />acquisition and construction of this project in accordance with Section 33.1-44 of the <br />Code of Virginia, and agrees that if the City of Portsmouth subsequently elects to cancel <br />this project, the City of Portsmouth will reimburse the Virginia Department of <br />Transportation for the total amount of the costs expended by the Department through <br />the date the Department is notified of such cancellation." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 539 - Adoption of a resolution authorizing the City Manager to release and vacate <br />easements of the City of Portsmouth in a portion of that area of the City known <br />generally as MidCity. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Authority has contracted for the development of a Wal-Mart on the former <br />MidCity mall parcel. <br />. An RFQ has been issued for development of certain additional parcels across <br />Frederick Boulevard (Murry's, Firestone, VEC). <br />. The City holds several utility easements in these parcels. <br />. Many of the utilities have been or will be relocated to support new development. <br />. Developers will require that obsolete easements be released prior to closing. <br /> <br />Discussion: <br />. It is proposed to give the City Manager the authority to release obsolete City <br />easements. <br />. Granting the City Manager the authority to release these easements will facilitate <br />closings and the redevelopment process. <br />. The City will not be required to release any easement until it is satisfied that it <br />has been granted all necessary replacement easements. <br />. Financial Impact: The redevelopment of MidCity will be a great financial benefit <br />to the City. <br />. Human Impact: The redevelopment of MidCity will provide Portsmouth residents <br />with new jobs and previously lacking retail options. <br /> <br />Staff Recommends: <br />Adoption of a resolution authorizing the City Manager to release and vacate easements <br />of the City of Portsmouth in a portion of that area of the City known generally as MidCity <br />for redevelopment.
