<br />November 22. 2005 <br /> <br />"RESOLUTION TO AUTHORIZE A FERRY DOCKING CONTRACT WITH HAMPTON <br />ROADS TRANSIT. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and hereby is, authorized to execute a contract substantially the same <br />as the attached ferry docking contract with Hampton Roads Transit. The purpose of the <br />contract is to provide continued ferry service to High Street Landing and the North <br />Landing. The City Manager shall thereafter take such actions as may be reasonably <br />necessary to implement the City's rights and responsibilities under the contract. <br /> <br />This resolution shall be effective immediately upon its adoption. <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Smith, and seconded by Mr. Whitehurst, asking Staff to meet with <br />Mr. Duff Porter to find out what needs to be done to make the docking site feasible to <br />accommodate the John Brown Liberty Ship. Staff was also asked to do a study and find <br />out what government funds may be available to help in this endeavor and was adopted <br />by unanimous vote. <br /> <br />05 - 538 - Adoption of a resolution recommending the programming of improvements to <br />McLean Street in the Virginia Department of Transportation's Six Year Improvement <br />Plan. Vision Principle: Neighborhood and Community Transformation and Lifelong <br />Learning Community. <br /> <br />Background: <br />. The City of Portsmouth receives annual funding for transportation improvements <br />through VDOT's Urban funding program. <br />. To receive any future funds that may become available a project must be in the <br />State's Six Year plan. <br /> <br />Discussion: <br />. The City of Portsmouth's Urban fund allocations are all presently committed to <br />the refunding of the revolving toll fund, which was utilized to fund the Pinners Point <br />interchange. <br />. The City's pay back amount on the Pinners Point project has been reduced to <br />approximately $28 million. VDOT has agreed to divide the $28 million over the original <br />12-year span versus the original $55 million. This should provide an annual source of <br />funding for new projects. <br />. The City's project priorities are Victory Blvd., then Turnpike Rd. from County to <br />Frederick Blvd. McLean St. from Alexander's Corner to Greenwood Dr. would become <br />the City's next priority. <br />. McLean St. improvements will become a key element to our development plans <br />in that area. <br />. Although McLean St. would not become an active project in the near future, <br />having it in the Six Year plan would make it eligible for funding should a source of <br />funding become available. <br />. Financial Impact: As an urban project, the City of Portsmouth's share of costs <br />would be two percent. <br /> <br />Staff Recommends: <br />Adoption of a resolution recommending the programming of improvements to McLean <br />Street in the Virginia Department of Transportation's Six Year Improvement Plan. <br />Vision Principles: Neighborhood and Community Transformation and Lifelong Learning <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Review scope of project with VDOT. <br />.
