By enacting these laws, operators and passengers, as well as <br />other motorists will find that these devices are a safe and economical means of travel and <br />have a place on the streets in the City of Portsmouth. <br />. Financial Impact: No financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to amend the City Code, Section 22-688, Mopeds and <br />Motorized Push Scooters, for the guidance and enforcement of Moped and Motor <br />Scooter Laws. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. None <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTERS 24 AND 25 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 22-1, 22-2(a), 22-10, <br />22-175, 22-214, 22-391, 22-688, 22-708, AND 25-120 THEREOF AND BY ADOPTING <br />NEW SECTIONS 22-18.1, 22-121.1, 22-175.1, 22-291.1, 22-328.1, 2-400.1, 22-440.1, <br />22-708.1, AND 22-708.2 THERETO PERTAINING TO MOPEDS AND MOTORIZED <br />PUSH SCOOTERS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 537 - Adoption of a resolution to authorize a ferry docking contract with Hampton <br />Roads Transit (HRT). Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. For many years, HRT has been providing ferry service between Portsmouth and <br />Norfolk. The ferries dock at High Street Landing and the North Landing. This <br />arrangement has been informal, with nothing in writing to set forth the terms of the <br />relationship. The proposed resolution would authorize a written contract for HRT for this <br />purpose. <br /> <br />Discussion: <br />. The contract would allow HRT ferries to continue docking at the designated <br />landing areas at High Street Landing and North Landing. <br />. Regular maintenance of ferry landing facilities will be done by HRT, and the City <br />will handle capital maintenance, as per the present informal working relationship. <br />. HRT may temporarily dock additional ferries at the two landings, unless the City <br />needs the docking areas for other purposes. <br />. Continued ferry service provides significant benefits to the downtown areas of <br />both Portsmouth and Norfolk. <br />. Financial Impact: There will be no direct financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of a resolution to authorize a ferry docking contract with Hampton Roads <br />Transit. Vision Principle: A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. Contract will be executed by City Manager and City Attorney and provided to <br /> <br />HRT. <br /> <br />. Ferry service will continue to be provided by HRT. The City Engineer will handle <br />any possible maintenance issues. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to adopt the following <br />resolution, and was adopted by the following vote: <br />
