<br />November 8. 2005 <br /> <br />Recommended Action: <br />Adoption of an Ordinance to appropriate $6,000 from the Department of Mental Health, <br />Mental Retardation and Substance Abuse Services to the Department of Behavioral <br />Healthcare Services for conducting Emergency Preparedness and Response activities. <br />These funds were allocated in response to the 9/11 attack on the United States and <br />subsequent natural disasters (Hurricane Isabel) in order to develop terrorism and <br />emergency plans, and to purchase services and equipment for emergency response. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. The Director of BHS will ensure the funds are utilized in an appropriate manner. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $6,000.00 FROM THE VIRGINIA DEPARTMENT OF <br />MENTAL HEALTH MENTAL RETARDATION AND SUBSTANCE ABUSE SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2005-2006 BEHAVIORAL <br />HEAL THCARE SERVICES FUND OPERATING BUDGET FOR EMERGENCY <br />PREPAREDNESS AND RESPONSE ACTIVITIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 495 - Adoption of an ordinance to appropriate $6,000 from the Department of <br />Mental Health, Mental Retardation and Substance Abuse Services to the Department of <br />Behavioral Healthcare Services for Mental Retardation one-time start up funds for <br />Medicaid waiver community residential services. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation and Substance Abuse <br />Services (DMHMRSAS) allocated one-time start up waiver funds to private providers <br />who are developing community residential services for mentally retarded consumers <br />who have the Medicaid waiver. <br />. This allocation has been provided to encourage providers to develop desperately <br />needed community residential services for this population. <br /> <br />Discussion: <br />. The Department of Behavioral Healthcare Services serves as the fiscal agent in <br />the management of these funds. <br />. Financial Impact: There is no financial impact to the City. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to appropriate $6,000 from the Department of Mental Health, <br />Mental Retardation and Substance Abuse Services to the Department of Behavioral <br />Healthcare Services for Mental Retardation one-time start up funds for Medicaid waiver <br />community residential services.
