<br />November 8. 2005 <br /> <br />05 - 496 - Adoption of an ordinance to appropriate $48,413.82 from the Department of <br />Mental Health, Mental Retardation and Substance Abuse Services to the Department of <br />Behavioral Healthcare Services to establish supportive infrastructure of Community <br />Based Care in Portsmouth. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. In 2003, the Department of Mental Health Mental Retardation and Substance <br />Abuse Services (DMHMRSAS) closed 43 acute care beds at Eastern State Hospital and <br />"reinvested" the funding to provide acute care services in the Region V communities. <br />These funds were to be used to provide acute psychiatric hospital care to consumers in <br />the community, and eventually to develop ancillary treatment programs in the <br />community to support acute care services for consumers. <br /> <br />Discussion: <br />. HPR V has approved and distributed to each of the participating Community <br />Services Boards reinvestment funds to develop infrastructure community based <br />programs. <br />. The Department of Behavioral Healthcare Services will use these funds to <br />augment its emergency services staffing to provide more responsive emergency <br />services to the community. <br />. Financial Impact: There is no financial impact to the City. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to appropriate $48,413.82 from the Department of Mental <br />Health, Mental Retardation and Substance Abuse Services to the Department of <br />Behavioral Healthcare Services to establish supportive infrastructure of Community <br />Based Care in Portsmouth. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. If the appropriation is approved, the Director of BHS will oversee the <br />development and implementation of the emergency services infrastructure. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $48,413.82 FROM THE VIRGINIA DEPARTMENT OF <br />MENTAL HEALTH MENTAL RETARDATION AND SUBSTANCE ABUSE SERVICES <br />IN HEALTH REGION V (HPR V) REINVESTMENT FUNDS AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2005-2006 BEHAVIORAL HEAL THCARE SERVICES <br />FUND OPERATING BUDGET TO ESTABLISH SUPPORTIVE INFRASTRUCTURE OF <br />COMMUNITY-BASED CARE IN THE CITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 497 - Adoption of an ordinance to appropriate $9,375.00 from the Department of <br />Mental Health, Mental Retardation and Substance Abuse Services to the Department of <br />Behavioral Healthcare Services to provide Home-based Crisis Stabilization services in <br />the City of Portsmouth. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. The Department of Mental Health Mental Retardation and Substance Abuse <br />Services (DMHMRSAS) awarded $760,000 to HPR V for FY06 to fund crisis <br />stabilization services. The $760,000 in crisis stabilization funding will be sent to <br />Hampton-Newport News as the fiscal agent. <br /> <br />Discussion: <br />. The $760,000 to provide crisis stabilization services was distributed to fund four <br />residential stabilization programs ($675,625) and to fund Home-based Crisis <br />Stabilization services for the amount of $9,375 for each of the Community Services <br />Boards. <br />
