<br />November 8. 2005 <br /> <br />Background: <br />. Since 1981, The Department of Behavioral Healthcare Services has been <br />working with youth and their families to assist in developing protective factors while <br />decreasing the risk factors that contribute to the incidence of substance abuse, teen <br />pregnancy and other negative behaviors. <br />. The most recent reassessment of the risk factors conducted by the Portsmouth <br />Coalition for Youth (PCY) in 2004 identified youth ages 11 to 14 years old as having the <br />highest incidences of specific negative behaviors, including an increase in the <br />possession and use of tobacco, alcohol and marijuana. <br /> <br />Discussion: <br />. The funds from the Virginia Tobacco Settlement Foundation are being earmarked <br />to allow Community Services Boards (CSBs) to purchase tobacco use prevention <br />education materials in an effort to help educate local communities on tobacco <br />prevention strategies for youth. <br />. It is essential that the staff of Behavioral Healthcare Services continue to provide <br />tobacco use prevention programs efforts to assure healthy children and families in the <br />City. <br />. Financial Impact: There is no cash match required by the City. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept the grant award of $2,367.15 and to appropriate the <br />same amount for the Virginia Tobacco Settlement Foundation Community Services <br />Board Tobacco Use Prevention Mini-Grant, which would provide for the purchase of <br />tobacco use prevention education materials in an effort to help educate local <br />communities on tobacco use prevention strategies for youth. There is no City cash <br />match required. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. The Director of Behavioral Healthcare Services will oversee the management <br />and facilitation of this grant. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A VIRGINIA TOBACCO SETTLEMENT FOUNDATION <br />GRANT IN THE AMOUNT OF $2,367.15 AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2005-2006 GRANTS FUND FOR YOUTH TOBACCO USE PREVENTION <br />STRATEGIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 494 - Adoption of an ordinance to appropriate $6,000 from the Department of <br />Mental Health, Mental Retardation and Substance Abuse Services to the Department of <br />Behavioral Healthcare Services for conducting Emergency Preparedness and <br />Response activities. These funds were allocated in response to the 9/11 attack on the <br />United States and subsequent natural disasters (Hurricane Isabel) in order to develop <br />terrorism and emergency plans, and to purchase services and equipment for <br />emergency response. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. In response to the 9/11 attack on the United States and subsequent natural <br />disasters (Hurricane Isabel), the Department of Mental Health, Mental Retardation and <br />Substance Abuse Services (DMHMRSAS) has allocated funds to Community Services <br />Boards to develop terrorism and emergency plans, and to purchase services and <br />equipment for emergency response. <br /> <br />Discussion: <br />. DBHS has utilized funds to develop the Emergency Preparedness plan and <br />purchased emergency equipment for its sites of operation. <br />. Financial Impact: There is no financial impact to the City. <br />
