<br />November 8. 2005 <br /> <br />- City Manager's Report - <br /> <br />05 - 492 - Adoption of an ordinance to accept $225,000 for the Department of Justice <br />and to appropriate the same amount to the Police Department to administer the Weed <br />and Seed Program for 2005. There is no City cash match required. Vision Principle: <br />Neighborhood and Community Transformation and Lifelong Learning Community. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding from the U.S. <br />Department of Justice to prevent, control, and reduce violent crime, drug abuse and <br />gang related activity in designated high crime neighborhoods. <br />. These funds will be for year three of the City's five year Weed and Seed <br />Strategy. <br /> <br />Discussion: <br />. Law enforcement will continue to coordinate with federal, state, and local law <br />enforcement agencies. <br />. Community Policing will continue to coordinate activities and develop stronger <br />partnerships with civic leagues, neighborhood watch organizations, churches, court <br />services and the Portsmouth School Board while combating serious juvenile crime and <br />recidivism in the designated areas. <br />. Neighborhood Restoration will continue to improve economic development, <br />physical property and housing conditions, and increased home ownership in the <br />designated areas. <br />. Prevention, Intervention and Treatment will continue to collaborate with faith- <br />based, public and private organizations to improve educational levels, reduce substance <br />abuse, reduce family violence, and increase availability of recreational and other <br />community activities in the designated areas. <br />. Financial Impact: There is no City cash match required. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to appropriate $225,000 from the Weed and Seed Grant <br />Program to the Portsmouth Police Department for continued operation of the program. <br />No City cash match required. Vision Principle: Neighborhood and Community <br />Transformation and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police maintains the responsibility of overseeing the Weed and <br />Seed Program. <br />. Police Department will continue implementation of the program. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A U.S. DEPARTMENT OF JUSTICE GRANT IN THE <br />AMOUNT OF $225,000 AND APPROPRIATING SAID AMOUNT IN THE GRANTS <br />FUND FOR THE WEED AND SEED PROGRAM TO PREVENT AND REDUCE <br />ILLEGAL ACTIVITIES IN DESIGNATED HIGH-CRIME NEIGHBORHOODS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 493 - Adoption of an ordinance to accept the grant award of $2,367.15 and to <br />appropriate the same amount for the Virginia Tobacco Settlement Foundation <br />Community Services Board Tobacco Use Prevention Mini-Grant, which will provide for <br />the purchase of tobacco use prevention education materials in an effort to help educate <br />local communities on tobacco use prevention strategies for youth. There is no City <br />cash match required. Vision Principle: Neighborhood and Community Transformation. <br />
