The Clean Community Commission and its program activities empower and <br />educate citizens and constituents with a means to upgrade, maintain, and improve the <br />quality and livability of the city. The activities and efforts set the stage for a cleaner <br />more beautiful city that is capable of providing the best possible resources and <br />opportunities to citizens, businesses and our economy.:. <br />. Financial Impact: There is no local cash match required. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept the grant award of $17,336 and to appropriate the <br />same amount for the Portsmouth Clean Community Commission Litter Prevention & <br />Beautification Program. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary part-time staff office specialist to maintain, and reach the <br />strategic plans set forth by the Clean Community Commission, and the Clean <br />Community Coordinator in its annual planning retreat of 2005. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $17,336 FROM THE <br />VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY AND APPROPRIATING <br />SAID AMOUNT IN THE FY-2005-2006 GRANTS FUND FOR THE CLEAN <br />COMMUNITY COMMISSION LITTER PREVENTION AND BEAUTIFICATION <br />PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />05 - 468 - Adoption of an ordinance to accept $227,838 from the Virginia Department of <br />Fire Programs and to appropriate this same amount for training, training facilities, and <br />the equipping of our fire and emergency medical personnel. Vision Principle: <br />Neighborhood and Community Transformation, Lifelong Learning Community. <br /> <br />Background: <br />. The Virginia Department of Fire Programs has been providing entitlement funds <br />to localities for twenty years. <br />. "Aid to Localities" provides Virginia cities, towns and counties with funds to pay <br />for training, construction of training centers, firefighting equipment and protective <br />clothing. <br />. The funds are derived from one-percent of fire-related insurance coverage and <br />are allocated based on population. <br /> <br />Discussion: <br />. This year, the City of Portsmouth has been notified that it will receive $227,838 in <br />Fire Program Funds. <br />. Each year, the City must report to the Department of Fire Programs how the <br />money is used. <br />. A major project currently underway with Fire Program Funds is construction of a <br />classroom facility behind Station 4 (Broad Street). <br />. Financial Impact: These grant funds require no local cash match. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept $227,838 from the Virginia Department of Fire <br />Programs and to appropriate this same amount for training, training facilities, and the <br />equipping of our fire and emergency medical personnel. Continue to construct the training classroom, provide training and appropriate <br />firefighting and emergency medical equipment for our personnel. <br />
