Thomas Wood, 29 Century Drive, informed Council of the deplorable conditions of <br />the playground at Simonsdale Elementary School. <br /> <br />10. Terry Danaher, 413 Dinwiddie Street, had questions regarding contracts with Willett <br />Hall and Harbor Center Joint Venture. <br /> <br />11. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of item 05-473 under <br />City Manager's Report. <br /> <br />- Unfinished Business - <br /> <br />05 - 435 - Rezoning applications: <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, approved on first reading at the September 27,2005 meeting, and was <br />adopted by the following vote: <br /> <br />05 - 435(a): <br />"ZONING AMENDMENT ORDINANCE Z-05-12" <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />05 - 435(b): <br /> <br />Motion by Ms. Psi mas, and seconded by Ms. Randall, to adopt the following <br />ordinance, approved on first reading at the September 27,2005 meeting, and was <br />adopted by the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z-05-13" <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />05 - 467 - Adoption of an ordinance to accept the grant award of $17,336 and to <br />appropriate the same amount for the Portsmouth Clean Community Commission. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. Each year the Department of Environmental Quality (DEQ) provides the City of <br />Portsmouth's Clean Community Commission with non-competitive grant funds for <br />program efforts executed in Portsmouth neighborhoods and communities. The Clean <br />Community Coordinator is the program manager for execution of these funds. <br />. When the Clean Community Commission was re-established by city council <br />resolution in 1997, program funding became available in large part due to the non- <br />competitive grant source provided by DEQ. <br />. The funds received from the DEQ allows Portsmouth to upgrade and maintain <br />quality neighborhoods, and to encourage esthetic enhancements of major neighborhood <br />entrance ways. <br />
