<br />October 11. 2005 <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $227,838 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2005-2006 GRANTS FUND FOR TRAINING, TRAINING <br />FACILITIES, AND THE EQUIPPING OF FIRE AND EMERGENCY MEDICAL <br />PERSONNEL." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />05 - 469 - Adoption of an ordinance to accept $43,840 from the Virginia Department of <br />Emergency Management and to appropriate this same amount for continued progress <br />on the City's Comprehensive Emergency Management Plan in accordance with the <br />Local Emergency Management Program Grant funds. Vision Principle: Neighborhood <br />and Community Transformation. <br /> <br />Background: <br />. More than 30 years ago when the national focus began to change from Civil <br />Defense Preparedness to Emergency Management Preparedness, the federal <br />government began to allocate funds through the states for local emergency planners. <br />. Today, the funds are required to be expended under a very broad objective of <br />"enhancing a local emergency management program," and this initiative is now known <br />as the "Local Emergency Management Program Grant" (LEMPG). <br />. Localities are required to achieve specified work elements under the LEMPG <br />grant program that include planning, training, exercises, and capability reporting. <br /> <br />Discussion: <br />. The City has been receiving these funds for many years and has been continuing <br />to enhance and improve the work elements of its Comprehensive Emergency <br />Management Plan as required by the State. <br />. Financiallmpact: The City will receive $43,840 in cash for FY2006 and must <br />provide the same amount through an in-kind match. This match will be primarily met <br />through portions of the salaries of the Emergency Coordinator (Fire Chief), Deputy <br />Coordinator (Battalion Chief) and the Emergency Management Planner. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept $43,840 from the Virginia Department of <br />Emergency Management and to appropriate this same amount for continued progress <br />on the City's Comprehensive Emergency Management Plan in accordance with the <br />Local Emergency Management Program Grant funds. Vision Principle: Neighborhood <br />and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Ensure that work elements for 2005 are met and reported by December 1, 2005. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $43,840 FROM THE <br />COMMONWEALTH OF VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2005-2006 GRANTS FUND FOR <br />CONTINUED ENHANCEMENT OF THE CITY'S COMPREHENSIVE EMERGENCY <br />MANAGEMENT PLAN." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br />
