The <br />Comprehensive Plan recommends mixed-use development. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the <br />recommendation of the Planning Commission that UP-05-29 be approved on first <br />reading and was adopted by a vote of 5-1 (Smith). <br /> <br />d) GHP-05-03 <br /> <br />MOUNT HERMON NEIGHBORHOOD - Stephen W. Cooper, <br />representing S. L. Nusbaum Realty Company, requests a group <br />housing use permit to construct 156 apartments at 2800 - 2816 <br />Turnpike Road and 102 - 138 Howard Street. The property is <br />zoned residential multi-family, RM-60. Vision Principle: <br />Neighborhood and Community Transformation. The <br />Comprehensive Plan recommends mixed-use development. <br /> <br />1. Steve Cooper, 1000 Bank of America Circle, Norfolk, spoke in support of this item. <br /> <br />2. Geraldine Holmes, 1417 Mt. Vernon Avenue, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that GHP-05-03 be approved on first <br />reading and was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to suspend Council <br />Rules allowing Councilman Smith to revote on items UP-05-28 and UP-05-29 to show <br />opposition versus abstention of vote, and was adopted by unanimous vote. <br /> <br />05 - 466 <br /> <br />- Speakers Forum - <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Stephen Whitehead, 4419 County Street, voiced his frustration with what he believes <br />is the lack of concern by City Staff to correct problems caused by workers in his <br />neighborhood. He suggested that supervisors be held accountable for the <br />inadequate work being done. <br /> <br />2. Lynn Breckenridge, 448 Green Street, wanted clarification from Council as to <br />whether or not her signs could be displayed at the intersections of London and High <br />Streets. <br /> <br />3. Michelle Weiss, 108 London Street, gave Council an update on the Homeless Task <br />Force. <br /> <br />4. Arvel McCready, 3605 Western Branch Boulevard, spoke in opposition to item <br />05-435 (b) UP-05-13 under Unfinished Business. <br /> <br />5. George Davis, 500 Louisa Avenue, spoke in opposition to item 05-435 (b) UP-05-13 <br />under Unfinished Business. <br />
