<br />October 11. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 11, 2005, <br />there were present: <br /> <br />Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Deputy City Manager L. <br />Pettis Patton, City Attorney G. Timothy Oksman. <br /> <br />Councilman Ray A. Smith, opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Moody called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to approve the <br />minutes of a Called Meeting on September 26, 2005, of a Called Meeting on <br />September 27, 2005, of a Regular Meeting on September 27, 2005, of a Called <br />Meeting on October 2, 2005, of a Called Meeting on October 3, 2005 and of a Called <br />Meeting on October 4, 2005 was adopted by unanimous vote. <br /> <br />05 - 463 - Presentations: <br /> <br />. Presentation to the City of Portsmouth, of the Certified Crime Prevention <br />Community Award by Leonard Cooke, Director, Dept. of Criminal Justice Services. <br /> <br />. Proclamation presented to Randy Strutton for "Hoffler Creek Wildlife Foundation <br />Day." <br /> <br />. Proclamation presented to Pamela Kelly for "Portsmouth Community Concerts & <br />The American Tenors Day." <br /> <br />- Public Hearing - <br /> <br />05 - 464 <br /> <br />Public hearing on a proposed ordinance to authorize the City to contract a <br />debt and issue general obligation bonds on the City, or notes in <br />anticipation thereof, in a principal amount not to exceed $48,670,000 to <br />finance various capital improvement projects which may include one or <br />more of the following: public utility improvements, drainage and street <br />improvements, education/school improvements, economic development <br />projects, leisure services improvements, public safety improvements and <br />municipal facilities improvements. <br /> <br />There were no speakers. <br /> <br />05 - 465 - Public hearing on use permit and group housing use permit applications: <br /> <br />(a) UP-05-26 <br /> <br />DOWNTOWN NEIGHBORHOOD - LaVern A. Theus requests a <br />use permit for a childcare center for 50 children at 601 Washington <br />Street and 531 King Street. The property owner is EEO, LLC. The <br />property is zoned downtown mixed-use, D-1-M. Vision Principle: <br />Life/ong Learning Community. The Comprehensive Plan <br />recommends downtown mixed-use development. <br /> <br />1. George Theus, 217 Median Circle, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-05-26 be approved on first <br />reading and was adopted by unanimous vote. <br />
