The City of Portsmouth has been very active and successful with its citizen <br />involvement in disaster and emergency planning both for man-made and natural events. <br />The Committee is comprised of Portsmouth citizens as well as City, State and private <br />industry employees with a total membership of 60. <br />. The Citizen Emergency Response Team program has trained approximately 50 <br />citizens from across the City. <br /> <br />Discussion: <br />. These grant funds will be used to acquire additional CERT supply kits that will be <br />stored at Safety Town. The Safety Town classroom will also be utilized for the training <br />program. <br />. In addition to necessary supplies and equipment, funds will be used to promote <br />the CERT program and Citizen Corps Council and to provide for annual exercises and <br />other activities to increase training opportunities and to maintain the interest of citizens, <br />once trained. <br />. All expenditures must qualify under the grant conditions. <br />. Financial Impact: These grant funds require no local cash match. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept $12,160 from the Virginia Department of <br />Emergency Management and to appropriate this same amount for the Citizen Corps <br />Council program that educates and prepares citizens of Portsmouth in emergency <br />preparedness and response skills in the event of a man-made or natural disaster. <br />Vision Principle: Neighborhood and Community Transformation, Lifelong Learning <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Continued enhancement of the Citizen Corps Program in Portsmouth. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A COMMONWEALTH OF VIRGINIA OFFICE OF <br />EMERGENCY MEDICAL SERVICES GRANT IN THE AMOUNT OF $12,160 AND <br />APPROPRIATING SAID AMOUNT IN THE GRANTS FUND FOR THE CITIZEN <br />CORPS COUNCIL PROGRAM FOR DISASTER EDUCATION AND PREPARATION." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 439 - Adoption of an ordinance to accept $107,592 from the Virginia Department of <br />Emergency Management and to appropriate this same amount for resources needed to <br />prepare the City of Portsmouth for response to man-made or natural disasters. The Portsmouth Department of Fire, Rescue and Emergency Services <br />(PFR&ES) has been allocated $107,592 in funding from the Department of Homeland <br />Security through the State's Department of Emergency Management for the 2005 State <br />Homeland Security Program. <br />. The 2005 grant is designed to provide additional equipment, training, planning <br />and exercises for first responders to develop better preparedness to prevent, respond <br />and recover from potential acts of terrorism or other disasters. <br />
