September 27, 2005

- City Manager's Report -

05 - 437 - Adoption of an ordinance to accept the grant award of $30,000 and to
appropriate the same amount for the Portsmouth Department of Fire, Rescue and
Emergency Services as the lead agent for the Hazardous Materials Southside
Tidewater Team. There is no cash match required for this grant. Vision Principle:
Neighborhood and Community Transformation.

Background:
. Each year the Virginia Department of Emergency Management (VDEM)
provides the City of Portsmouth's Department of Fire, Rescue and Emergency Services
with funds for the Hazardous Materials Southside Tidewater Team. The City of
Portsmouth is the lead agency for the regional team.
. When the Southside Regional Hazardous Materials Team was initially organized,
none of the other cities offered to be the lead team. Portsmouth volunteered and has
been the lead team since that time.
. The funds received from the Department of Emergency Management enable
Portsmouth to maintain a superior level of readiness with regard to equipment, training
and technical expertise in dealing with hazardous materials as required by the Virginia
Department of Emergency Management (VDEM).
. Portsmouth is required to have a minimum of seven people ready to respond to
an incident at any given time.

Discussion:
. As the lead team in Southside Virginia, Portsmouth is better able to serve
citizens, businesses and visitors to the City, as well as to assist the region in the event
of hazardous materials incidents with these funds.
. Financial Impact: There is no local cash match required.

Staff Recommends:
Adoption of an Ordinance to accept the grant award of $30,000 and to
appropriate the same amount for the Portsmouth Department of Fire, Rescue and
Emergency Services as the lead agent for the Hazardous Materials Southside
Tidewater Team. Vision Principle: Neighborhood and Community Transformation.

Next Steps Following Council Action:
. Acquire necessary equipment and training to maintain the level of expertise
needed as the lead Department for the Hazardous Materials Southside Tidewater
Team.

Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE ACCEPTING A COMMONWEALTH OF VIRGINIA DEPARTMENT OF
EMERGENCY MANAGEMENT GRANT IN THE AMOUNT OF $30,000 AND
APPROPRIATING SAID AMOUNT IN THE GRANTS FUND FOR THE SOUTHSIDE
REGIONAL HAZARDOUS MATERIALS TEAM."

Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley
Nays: None

05 - 438 - Adoption of an ordinance to accept $12,160 from the Virginia Department of
Emergency Management and to appropriate this same amount for the Citizen Corps
Council program that educates and prepares citizens of Portsmouth in emergency
preparedness and response skills in the event of a man-made or natural disaster. There
is no cash match required for this grant. Vision Principle: Neighborhood and
Community Transformation, Lifelong Learning Community.

Background:
. The Portsmouth Department of Fire, Rescue and Emergency Services (PFR&ES)
was allocated $14,000 in funding from the Department of Homeland Security for 2004.
On August 30, 2005, the City was notified that an additional $12,160 is being allocated
for the Citizens Corps Council program and must be expended by November 30, 2005
or the funds will be lost.
