<br /> WHEREAS, the I,C. N°rcOmiHigh School Varsity Football
<br />Team, was ably coached by He~d COach Joe Langston, and by
<br />Assistant Coaches Kenny Rodgers, Ssanuel Warren, Vincent Pugh,
<br />Harold Price, Danny Hill, Michael Shambly, Leroy Williams,
<br />Herman Terry and RObert JacksOn; and
<br />
<br /> WHEREAS, I.C. Norcom High School Varsity Football Team, by
<br />its successful athletic achievements as a team, by the
<br />individual achievements of the members of the team and by the
<br />skill and dedication of the coaching staff and all of~the
<br />persons affiliated with the team, has represented~ I,C'. Norcom
<br />High School and the City of Portsmouth in a commendable manner
<br />thrOughoUt the~Commonwealth of Virginia. ~

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, Virginia, that the Council hereby extends, with
<br />pride, its congratulations to the I.C, Norcom High SChool
<br />Varsity Football Te~m and theirlCoaching Staff on winning the
<br />GroUp AAA Division 5 Virginia High SChoOl FOotball Championship
<br />for 1993."

<br />appointed Boards and Commissions member.
<br />
<br />94-10 - Non-Agenda Speakers
<br />
<br />1. Helen Person, 1314 Green Street, expressed appreciation for
<br />concern and assistance with the sewage stoppage and spoke on
<br />lead in Washington Park.
<br />
<br />2. Rafiq Zaidi, 3106 Hull Street, spoke on the conditions at
<br />the Harbor Square Apartments.

<br />94-472 - Rezoning and Use Permit applications:
<br />
<br /> (a) Motion by Mr. Hawks, and seconded by Mr. Pitts, the
<br />following ordinance, approved on first reading at the meeting
<br />of December 13, 1993, was adopted and by the following vote:
<br />
<br />Mayor Webb and Councilman Epperson abstained from voting due to
<br />reasons previously stated at the meeting of December 13, 1993.
<br />
