<br /> At a Regular Meeting of the City Council
<br />January 11, 1994, there were present:

<br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, *Johnny M.
<br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C.
<br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E.
<br />Katz, City Attorney.
<br />
<br /> Vice Mayor Lee King opened the meeting with prayer which
<br />was followed by Jernard Mayes, 4th grade student, Westhaven
<br />Elementary School with the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. Pitts, and seconded by Mr. Hawks, the minutes
<br />of a called meeting on December 13, 1993; a Regular Meeting on
<br />December 13, 1993; a Called Meeting on December 14, 1993; and a
<br />~egular Meeting on December 13, 1993 were approved, and were
<br /> dopted and by unanmmous vote.
<br />
<br />94-07 Resolution extending the congratulations of the Council
<br />of the City of Portsmouth to the I.C. Norcom High School Varsity
<br />Football Team and their coaches on winning the Group AAA
<br />Division 5 Virginia State High School Football Championship for
<br />1993.
<br />Motion by Mr. Hawks, and seconded by Mr. Griffin, to adopt
<br />the following resolution, and was adopted by the following vote:
<br />
<br /> "A RESOLUTION EXTENDING THE CONGRATULATIONS OF THE COUNCIL
<br />OF THE CITY OF PORTSMOUTH TO THE I.C. NORCOM HIGH SCHOOL VARSITY
<br />FOOTBALL TEAM AND THEIR COACHES ON WINNING THE GROUP AAA
<br />DIVISION 5 VIRGINIA STATE HIGH SCHOOL FOOTBALL CHAMPIONSHIP FOR
<br />1993.
<br />
<br /> WHEREAS, the I.C. Norcom High School Varsity Football Tea~
<br />has won the 1993 Group AAA Division 5 Virginia State High School
<br />Football Ch~unpionshlp concluding an undefeated season mn which
<br />the team won 14 games; and
<br />
<br /> WHEREAS, the I.C. Norcom High School Varsity Football Team
<br />was honored by being ranked Number 22 in the USA Today National
<br />Poll; and
<br />
<br /> WHEREAS, the I.C. Norcom High School Varsity Football Tea~
<br />men~bers are Jay Clarke, Jason Wells, Rudolph Howard, Roderick
<br />Richardson, Carlton Woodis, Jermale Smith, Otavious Brothers,
<br />Neil Cannon, Jeremy Glover, Dedric Johnson, Joseph Bracey, Eric
<br />Allen, Antonio Cuffee, Romac Chavis, Larry Staton, Michael
<br />Ricks, Antonio Ricks, Damon Wefts, Albert Gary, Harold Dubose,
