<br />September 13. 2005 <br /> <br />WHEREAS, the Incident Command System components of NIMS are <br />already an integral part of various city/county emergency incident management <br />activities, including current emergency management training programs. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that it hereby establishes the National Incident Management <br />System (NIMS) as the City standard for emergency incident management." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 415 - Adoption of a resolution to approve the FY2006 Performance Contract for <br />the City's Department of Behavioral Healthcare Services, to specify the services that <br />will be rendered for the next fiscal year, relative to budgeted State funding committed <br />to the Portsmouth Community Services Board for that funding period. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Code of Virginia requires that local governments approve the FY 2006 <br />Performance Contract no later than September 15, 2005 <br /> <br />Discussion: <br />. The Department of Mental Health, Mental Retardation and Substance Abuse <br />Services (DMHMRSAS) issues a performance contract to each Community Services <br />Board (CSB) on an annual basis. The performance contract specifies the services to be <br />rendered for the next fiscal year relative to budgeted funding committed to each CSB for <br />the funding period. <br />. DBHS budget is approved annually by City Council during the City's operating <br />budget process. The Performance contract displays this budget in the format required <br />by the State. <br />. Financial Impact: The Performance Contract must be approved by the City in <br />order to receive allocations of State and Federal funds, or amounts subsequently <br />revised by, or negotiated with the DMHMRSAS Office of Community Contracting. <br /> <br />Staff Recommends: <br />Adoption of a resolution approving the FY2006 Performance Contract for the <br />City's Department of Behavioral Healthcare Services, to specify the services that will be <br />rendered for the next fiscal year, relative to budgeted State funding committed to the <br />Portsmouth Community Services Board for that funding period. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Pending approval of the FY 2006 Performance Contract, the Director of DBHS <br />will ensure DMHMRSAS is notified that the Performance Contract was approved by City <br />Council as verified by the City Council Agenda minutes and Transmittal Notice. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION APPROVING THE PORTSMOUTH DEPARTMENT OF <br />BEHAVIORAL HEAL THCARE SERVICES' FY 2006 PERFORMANCE CONTRACT. <br /> <br />WHEREAS, the Commonwealth Department of Mental Health, Mental <br />Retardation and Substance Abuse Services (DMHMRSAS) annually issues a <br />performance contract to each local community services board (CSB) specifying the <br />services to be rendered by the CSB for the next fiscal year relative to funding budgeted; <br />and <br /> <br />WHEREAS, the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services' FY 2006 Performance Contract by September 15, <br />2006. <br />
