<br />September 13. 2005 <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br />Services' FY 2006 Performance Contract." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 416 - Adoption of a resolution adopting the Floodplain Management Plan. Vision <br />Principles: Bold New Directions, A Robust and Prospering Economy, and <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Floodplain Management Plan must be prepared and adopted by official City <br />Council action to remain a participating member of the National Flood Insurance <br />Program's Community Rating System Program. <br />. City Council appointed a task force to develop the Plan in April 2005. <br />. City Council received a briefing on the Plan in July, and approved a Public <br />Hearing for the Plan on August 3, 2005. <br />. After a month long period of public comment that involved notification to all civic <br />leagues in the City, access to the Plan and the ability to comment on the internet, <br />copies of the Plan available for review in each of the City libraries, and the public <br />hearing, no comments have been received that require modifications to the draft City <br />Council received. <br /> <br />Discussion: <br />. All of the proposed actions in the Plan are either in the planning process or are <br />being implemented. <br />. Financial Impact: There will be no material cost to the City. There will be <br />substantial indirect financial benefits, in the nature of continued reductions in Flood <br />Insurance premiums, to citizens and the City as flood insurance policy holders. <br /> <br />Staff Recommends: <br />Adoption of a resolution adopting the Floodplain Management Plan. Vision <br />Principles: Bold New Directions, a Robust and Prospering Economy, and Neighborhood <br />and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Forward copies of the Plan and Resolution to FEMA and various State agencies <br />.
