<br />Discussion:
<br />. NIMS should enhance a locality's readiness, assist in maintaining first responder
<br />safety, and streamline the incident management processes. Other benefits of NIMS
<br />include standardized organizational structures, processes and procedures as well as
<br />the provision of standards for training, exercising and personnel qualifications.
<br />. Beginning October 1, 2005, all recipients of federal emergency preparedness
<br />funds must adopt and incorporate the NIMS as a condition for receiving funding.
<br />. Recipients will be considered to be in compliance with the NIMS requirement if
<br />the grantee has an operational knowledge of the Incident Command System (ICS) and
<br />an understanding of NIMS principles and policies.
<br />. Components of NIMS are already an integral part of the City's incident
<br />management activities and emergency management training. The City will continue to
<br />proceed with the implementation of the NIMS incident management system as required.
<br />. Financial Impact: Failure to adopt NIMS by October 1, 2005 will directly impact
<br />federal funds awarded to the City for the purposes of emergency services and domestic
<br />preparedness.

<br />Staff Recommends:
<br />Adoption of a resolution establishing the National Incident Management System (NIMS)
<br />as the standard for incident management in the City of Portsmouth. Vision Principle:

<br />. Continue progress toward implementation of NIMS.
<br />. Ensure that compliance requirements are met by the deadlines established.

<br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following
<br />resolution, and was adopted by the following vote:

<br />"A RESOLUTION ADOPTING THE NATIONAL INCIDENT MANAGEMENT
<br />SYSTEM (NIMS) AS THE CITY'S SYSTEM FOR INCIDENT MANAGEMENT:.
<br />
<br />WHEREAS, the President of the United States, in Homeland Security Directive
<br />(HSPD)-5, directed the Secretary of the Department of Homeland Security to develop
<br />and administer a National Incident Management System (NIMS), which would provide a
<br />consistent nationwide approach for Federal, State, and local governments to work
<br />together more effectively and efficiently to prevent, prepare for, respond to and recover
<br />from domestic emergency incidents, regardless of cause, size or complexity; and
<br />
<br />WHEREAS, the collective input and guidance from all federal, state, and
<br />local homeland security partners has been, and will continue to be, vital to the
<br />development, effective implementation and utilization of a comprehensive NIMS;
<br />and
<br />
<br />WHEREAS, it is necessary and desirable that all federal, state, and local
<br />emergency agencies and personnel coordinate their efforts to effectively and
<br />efficiently provide the highest levels of emergency incident management; and
<br />
<br />WHEREAS, to facilitate the most efficient and effective incident management
<br />it is critical that federal, state, and local organizations utilize standardized
<br />terminology, standardized organizational structures, interoperable communications,
<br />consolidated action plans, unified command structures, uniform personnel
<br />qualification standards, uniform standards for planning, training, and exercising,
<br />comprehensive resource management, and designated incident facilities during
<br />emergencies or disasters; and

<br />WHEREAS, the NIMS standardized procedures for managing personnel,
<br />communications, facilities and resources will improve the city's/county's ability to
<br />utilize federal funding to enhance local agency readiness, maintain first responder
<br />safety, and streamline incident management processes, and
<br />
<br />WHEREAS, the National Commission on Terrorist Attacks (9-11
<br />Commission) also recommended adoption of a standardized Incident Command
<br />System; and
