September 13. 2005

Discussion:
. NIMS should enhance a locality's readiness, assist in maintaining first responder
safety, and streamline the incident management processes. Other benefits of NIMS
include standardized organizational structures, processes and procedures as well as
the provision of standards for training, exercising and personnel qualifications.
. Beginning October 1, 2005, all recipients of federal emergency preparedness
funds must adopt and incorporate the NIMS as a condition for receiving funding.
. Recipients will be considered to be in compliance with the NIMS requirement if
the grantee has an operational knowledge of the Incident Command System (ICS) and
an understanding of NIMS principles and policies.
. Components of NIMS are already an integral part of the City's incident
management activities and emergency management training. The City will continue to
proceed with the implementation of the NIMS incident management system as required.
. Financial Impact: Failure to adopt NIMS by October 1, 2005 will directly impact
federal funds awarded to the City for the purposes of emergency services and domestic
preparedness.

Staff Recommends:
Adoption of a resolution establishing the National Incident Management System (NIMS)
as the standard for incident management in the City of Portsmouth. Vision Principle:
Neighborhood and Community Transformation.

Next Steps Following Council Action:
. Continue progress toward implementation of NIMS.
. Ensure that compliance requirements are met by the deadlines established.

Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following
resolution, and was adopted by the following vote:

"A RESOLUTION ADOPTING THE NATIONAL INCIDENT MANAGEMENT
SYSTEM (NIMS) AS THE CITY'S SYSTEM FOR INCIDENT MANAGEMENT:.

WHEREAS, the President of the United States, in Homeland Security Directive
(HSPD)-5, directed the Secretary of the Department of Homeland Security to develop
and administer a National Incident Management System (NIMS), which would provide a
consistent nationwide approach for Federal, State, and local governments to work
together more effectively and efficiently to prevent, prepare for, respond to and recover
from domestic emergency incidents, regardless of cause, size or complexity; and

WHEREAS, the collective input and guidance from all federal, state, and
local homeland security partners has been, and will continue to be, vital to the
development, effective implementation and utilization of a comprehensive NIMS;
and

WHEREAS, it is necessary and desirable that all federal, state, and local
emergency agencies and personnel coordinate their efforts to effectively and
efficiently provide the highest levels of emergency incident management; and

WHEREAS, to facilitate the most efficient and effective incident management
it is critical that federal, state, and local organizations utilize standardized
terminology, standardized organizational structures, interoperable communications,
consolidated action plans, unified command structures, uniform personnel
qualification standards, uniform standards for planning, training, and exercising,
comprehensive resource management, and designated incident facilities during
emergencies or disasters; and

WHEREAS, the NIMS standardized procedures for managing personnel,
communications, facilities and resources will improve the city's/county's ability to
utilize federal funding to enhance local agency readiness, maintain first responder
safety, and streamline incident management processes, and

WHEREAS, the National Commission on Terrorist Attacks (9-11
Commission) also recommended adoption of a standardized Incident Command
System; and
