<br />September 13. 2005 <br /> <br />Background: <br />. The Department of Fire, Rescue and Emergency Services is requesting to add a <br />ten dollar fee under Article II (Department of Fire, Rescue and Emergency Services), <br />Section 13-72, "Fees Established," of the Code of the City of Portsmouth to cover some <br />of the administrative costs of providing patient care reports to persons having a <br />legitimate interest and need for this information. <br />. Most often, the patient who was transported and the patient's attorney (with <br />appropriate release) request copies of the patient care reports. <br />. Our Medic units are among the busiest in the State of Virginia. Last year, the <br />City's medic units responded to approximately 13,000 calls. <br />. Furnishing copies of the report is very time consuming for the Emergency <br />Medical Services administrative staff. <br /> <br />Discussion: <br />. With adoption of the ordinance and the addition of the fee, requests for patient <br />care reports will be somewhat reduced, and will provide some revenue in exchange for <br />the value of this service. <br />. Financiallmpact: The City could realize approximately $4,800 in revenue. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to add a ten dollar fee under Article II (Department of Fire, <br />Rescue and Emergency Services), Section 13-72, "Fees Established," of the Code of <br />the City of Portsmouth to defray administrative costs of providing patient care reports to <br />persons who have need of this information, related to ambulance services provided by <br />Emergency Medical Services. Begin collecting the fee. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTERS 11.1 AND 13 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 13-73 AND BY <br />ADOPTING A NEW SECTION 11.1-6 PERTAINING TO FEES FOR AMBULANCE <br />SERVICES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 414 - Adoption of a resolution establishing the National Incident Management <br />System (NIMS) as the standard for incident management in the City of Portsmouth. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The National Commission on Terrorist Attacks (9-11 Commission) recommended <br />adoption of a standardized incident command system. <br />. The President, in Homeland Security Directive (HSPD) - 5, directed the Secretary <br />of the Department of Homeland Security to develop and administer a NIMS, which <br />would provide a consistent nationwide approach to domestic incident management. <br />. NIMS is a national, standardized set of procedures used to manage personnel, <br />communications, facilities and sources to improve a jurisdiction's ability to utilize federal <br />funding and resources. <br />
