<br />September 13. 2005 <br /> <br />5. Paul Robert, 354 Washington Street, wanted to inform Council that after the <br />replacement of water and sewer lines on Washington Street that there would be no <br />improvements to the construction of the road or to the drainage problem once the <br />project is complete. He suggested that more be spent to take care of the problems <br />now on Washington Street. He also informed Council of what he perceived as a <br />lack of follow up on the part of City staff to insure that work by private companies is <br />being done properly. <br /> <br />6. Barry Shepard, 2000 Atlanta Avenue, asked that Council look into changing the City <br />code to increase fees with regards to taxi cabs. <br /> <br />7. Mark Geduldig-Yatrofsky, 363 Middle Street, voiced his opposition to the new <br />Council Rules. <br /> <br />- City Manager's Report - <br /> <br />05 - 410 - Adoption of an ordinance to prohibit the rental of hotel and motel rooms for <br />illegal or unlawful purposes, or for short terms. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. When hotel and motel rooms are rented by the hour, criminal activity frequently <br />occurs. There is currently no prohibition on such short-term rentals under the <br />Portsmouth City Code. This ordinance would close the "loophole." <br /> <br />Discussion: <br />. The ordinance would prohibit the following activities: <br />'" Renting a room for less than one day; <br />'" Renting a room to a person, knowing that the person will engage in illegal <br />activities there; <br />'" Using a rented room for illegal activities. <br />. Financial Impact: There will be no material financial impact. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to prohibit the rental of hotel and motel rooms for illegal <br />or unlawful purpose, or for short terms. Vision Principle: Neighborhood and Community <br />transformation. <br /> <br />Next Steps Following Council Action: <br />. Publish update to City Code including this change <br />. Enforcement as needed by Portsmouth Police Department <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO PROHIBIT THE RENTAL OF HOTEL AND MOTEL ROOMS <br />FOR ILLEGAL OR UNLAWFUL PURPOSES OR FOR SHORT TERMS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 411 - Adoption of an ordinance to provide $370,300 for the City's Desktop <br />Technology and the Network and Server Replacement Programs, which will provide <br />for the replacement of 168 personal computers, software licenses, networked laser <br />equipment, several computer network devices and central server, and the expansion <br />of wireless wide-area network services. Vision Principles: Bold New Directions and <br />Lifelong Learning Community. <br />
